Job Responsibilities:
· Lead and oversee the Quality Management System (QMS) in alignment with AS9100D.
· Develop, submit, and maintain the Quality Assurance Program Plan (QAPP) to document processes, procedures, and metrics for monitoring and controlling product and service quality across all phases of work.
· Conduct internal audits, inspections, validations, and evaluations to ensure conformance with the contract’s technical and quality requirements for hardware, software, and documentation.
· Verify Objective Quality Evidence (OQE) including test procedures, material certifications, inspection reports, and certificates of compliance/conformance are complete and accurate for all deliverables.
· Manage quality processes for SOC-designated systems in accordance with NAVSEA S9086-AD-SOC-030 and NAVSEA SS800-AG-MAN-010/P-9290 for deep submergence and life support systems.
· Oversee quality functions related to fabrication, welding, electronics assembly, software verification, and depot-level maintenance and repairs.
· Interface regularly with Government QA representatives to ensure acceptance criteria are met and deficiencies are addressed promptly.
· Support supplier and sub-tier audits to ensure conformance to QMS requirements and ensure corrective/preventive actions (CAPAs) are implemented and tracked.

Required Experience:
· Minimum 10 years of quality assurance or quality control experience, with at least 5 years in a management role supporting DoD or naval engineering programs.
· Demonstrated experience with AS9100D QMS implementation and maintenance in a manufacturing, depot, or R&D environment.
· Proven ability to lead quality efforts on contracts involving manned/unmanned undersea systems, complex mechanical and electrical assemblies, and SOC components.
· Experience developing and managing quality documentation packages for hardware and software deliverables in accordance with CDRLs and NAVSEA standards.
Required Skills and Qualifications:
· Bachelor’s degree in quality assurance, Engineering, or a related field; advanced certifications (e.g., ASQ Certified Quality Manager, AS9100 Lead Auditor) preferred.
· U.S. Citizenship and active Secret Clearance required.
· Expertise in Root Cause Analysis (RCA), Corrective Action/Preventive Action (CAPA), and quality tools (FMEA, SPC, control plans, etc.).
· Strong knowledge of DoD quality requirements, including MIL-STD-31000B, IPC J-STD-001E, IPC-A-610, and NAVSEA procedures.
· Proficiency with quality data reporting, metrics tracking, and enterprise CM/QA tools (e.g., CMPRO, eCRAFT, or equivalent).
· Excellent communication and leadership skills with the ability to collaborate across engineering, logistics, and production teams.
Skills/ Requirements: Desired three years of quality assurance experience in developing Quality Management Plans, implementing quality control practices, conducting quality audits, implementing corrective action plans to address quality deficiencies, and conducting training in Process and Product Quality Assurance (PPQA) processes. Experience with SEAL Delivery Vehicle (SDV), Shallow Water Combat Submersible (SWCS), or similar quality programs.
Thorough experience with AS9100D Quality Management Systems and CMMI Level 3 Quality management systems. Non-destructive Liquid Penetrant Testing (LPT) Level II certified
