Job Description

YRCI is seeking full-time Sr. Employee and Labor Relations (ELR) Specialist to support our Human Resource (HR) Remote Operations Center (HRROC™). YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!

  • Provide advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.    
  • Establish and maintain effective relationships, including the use of non-traditional collaborative approaches, working cooperatively with the Office of General Counsel (OGC) and the Office of Equal Opportunity and Fairness (OEOF) consultation to manage a variety of LR matters.
  • Provide guidance and consultation to management on a variety of LR matters.
  • Prepare clear and persuasive written work products that effectively address LR issues and cases.
  • Review employee representation, unfair labor practice claims, grievance, arbitration, negotiability, impasses, and other related issues.
  • Locate all relevant statues, regulations, policy, precedents, legal documentation, and legislative history affecting issues and cases.
  • Provide Subject Matter Expert (SME) advice, training, guidance, and counsel.
  • Use non-traditional collaborative skills and approaches to LR, including labor-management partnership, alternative dispute resolution, interest-based bargaining, and facilitation.
  • Provide information, guidance, analysis, recommendations and assistance on issues and cases, including case adjudication and litigation.
  • Exercise due diligence in providing ER and LR professional services utilizing specialized Federal HR Management expertise to perform specific tasks in accordance with any applicable Federal law, regulation, or Agency specific requirement and any applicable professional standard.
  • Ensure that staff maintains any generally required professional certifications, accreditation, and proficiency relative to their area of expertise.
  • Retain documentation of such records and shall produce them to the Agency upon reasonable request.
  • Answer questions supervisors may have regarding employee performance or disciplinary recommendations.
  • Prepare decisional memorandums reflecting recommendations on each case for consideration by managers.
  • Perform investigations on Agency behalf and prepare finding on active case files in accordance with Federal statues and Agency policies.
Job Requirements
  • Must have a minimum of 10 years of Federal Labor Relation (LR) and Employee Relations (ER) experience.
  • Employee shall be onsite 3-5 days a week in the DC area.
  • Supervises or consults on HR programs requiring advanced knowledge of Federal HR terminology, operations, procedures, and requirements; may perform or supervise work in any areas of HR.
  • Must be capable of completing high-quality work expeditiously under minimal supervision.
  • May assist in the development of complex problem resolutions and provide guidance and advice.
  • Expert knowledge of and skill in analyzing and applying, fundamental HR Management (HRM) principles, practices, and techniques; standardized research techniques; and analytical and problem-solving methods sufficient to perform the above duties.
  • Expert knowledge of Federal, departmental, and agency polices, rules and regulations in the areas of ER, LR, employee discipline, adverse actions, performance-based actions, grievances, and appeals.
  • Knowledge sufficient to serve as the expert to review policy, procedures, and agency decisions, to ensure consistency in their application and to recommend modifications as necessary.
  • Knowledge of the agency mission and programs as they relate to personnel policies and procedures and to their application in complicated, non-routine, and recurring matters.
  • Skill in communications and persuasiveness are essential; analytical ability to evaluate information and skill in preparing accurate written work products when answers are not readily apparent.
  • Specialized Federal ER, LR, and subject matter expertise to perform specific tasks in accordance with any applicable Federal law, regulation, or agency-specific requirement and any applicable professional standard.
  • Must be able to obtain and maintain the government-required security clearance.
  • Must have a Bachelor’s degree; Master's degree is highly desirable.
