Description

Glendale Community College seeks a leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Assistant Director, Human Resources, Equity and Compliance position. Definition

Under executive direction, plans, organizes, directs, supervises and administers District equity and compliance programs, activities and operations; oversees and coordinates regulatory compliance with local, state and federal civil rights laws and regulations, including Title IX of the Educational Amendments Act of 1972, California Title 5 Regulations, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), Sections 504 and 508 of the Rehabilitation Act of 1973, the Clery Act and the Violence Against Women Act (VAWA); oversees and coordinates investigations of allegations and complaints of discrimination, harassment, and sexual misconduct; serves as the Deputy Title IX coordinator and college resource on Title IX requirements and compliance; and performs related duties as assigned.

Supervision

Works under the direct supervision of the Vice President, Human Resources.

Supervises classified staff, temporary, and/or student employees.

Examples of Duties

Essential Duties And Responsibilities

The following duties and responsibilities are typical of those performed by employees in this classification.

  • Plans, organizes, directs, supervises and administers District equity and compliance programs, activities and operations. Oversees the District's efforts to comply with legal and regulatory obligations in support of the District's mission, vision and policies.
  • Oversees and coordinates regulatory compliance with all requirements under Title IX of the Educational Amendments Act of 1972, California Title 5 Regulations, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act (ADA), Sections 504 and 508 of the Rehabilitation Act of 1973, the Clery Act, the Violence Against Women Act (VAWA), and other federal and state anti-discrimination laws and matters pertaining to discrimination, harassment, and sexual violence
  • Oversees and coordinates investigations of allegations and complaints of discrimination, harassment, and sexual misconduct, including but not limited to, sexual assault, sexual harassment, relationship violence, issues findings, and recommends appropriate remedial measures. Ensures timely, thorough investigations.
  • Serves as the Deputy Title IX coordinator and college resource on Title IX requirements and compliance, providing consultation as needed.
  • Writes comprehensive reports of investigations with findings of fact and recommendations. Ensures associated mandated reporting is completed.
  • Develops and plans for programs, services, education and assessment of program and prevention efforts for Title IX, Title 5 and workplace violence including sexual misconduct prevention training for students, faculty and staff.
  • Oversees, trains, leads, and collaborates with investigators on discrimination, harassment and sexual misconduct matters.
  • Develops, oversees and conducts trainings on unlawful discrimination, sexual harassment, and principles of diversity, equity and inclusion.
  • Educates and informs college community of resources regarding addressing sexual misconduct, options and raises awareness of resources with respect to reporting and filing complaints.
  • Advises and collaborates with campus community partners, as appropriate, on the status of initiatives, case management trends, challenges and concerns pertaining to discrimination, harassment, and Title IX compliance.
  • Assists in the development and implementation of ongoing campus-wide climate surveys to assess the college community's overall understanding of sexual misconduct and gender-based issues and trends. Assists in developing programs and responses.
  • Develops case management database to organize, manage, and track incidents.
  • Prepares annual statistical report(s) on the number, nature, and disposition of complaints of discrimination, harassment, and sexual misconduct. Tracks cases, data, and trends to identify patterns and make recommendations to address them.
  • Assists with the development, implementation, and establishment policies, processes, and procedures for applicable area(s); monitors and evaluates program, operational, departmental, and/or service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.
  • Assists in the development and implementation of short- and long-term strategies and plans, including the program review process.
  • Recommends, monitors, and/or administers budgets for assigned areas which may include grants and special program budgets; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.
  • Handles and resolves conflicts and issues and reports complaints as appropriate.
  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.
  • Coordinates and oversees the implementation and modification of technology.
  • Supervises department employees; assigns and monitors employee's work and evaluates employee performance; trains employees; participates in employee selection.
  • Monitors and reviews programs and/or operations for legal compliance.
  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.
  • May direct and/or conduct surveys and special studies; may maintain statistics.
  • May participate and/or chair campus committees and task forces.
  • Performs related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education And Experience

Bachelor's degree from an accredited college or university.

Four (4) years of experience investigating and processing complaints, appeals, and grievances related to equal employment opportunity, affirmative action, Title IX or other civil rights compliance, or related areas.

Ability To

  • Ensure District compliance with related rules, laws, regulations, policies, and procedures within assigned area of responsibility.
  • Conduct comprehensive investigations of discrimination, harassment, and sexual misconduct allegations with objective findings and recommendations related to law and legal precedence.
  • Develop policies and procedures related to Title IX, Title 5, discrimination, and harassment investigations, resolutions and prevention.
  • Participate in complaint and grievance processes and hearings.
  • Develop and conduct training and education programs pertaining to Title IX, Title 5, discrimination, and harassment investigations, resolutions and prevention.
  • Develop and implement goals with identifiable outcomes and assist with development of strategic plans, as needed.
  • Identify and implement appropriate technology and resources.
  • Research, develop, apply, explain, and/or ensure the compliance of applicable laws, regulations, policies and/or procedures.
  • Identify needs, analyze problems, and provide recommendations and/or alternative solutions.
  • Manage and prioritize work, projects and/or programs within established deadlines
  • Prepare, manage, monitor, oversee, and/or administer budgets.
  • Supervise, train, and evaluate the work of assigned employees.

Additional Information

Salary

Starting salary: Step 1 $8,799.00 to Step 6 $11,232.00 monthly, depending upon education and experience.

Salary range: Step 1 $8,799.00 to Step 11 $14,742.00 monthly (including longevity steps) .
