Including, but not limited to, the following (in no particular order)
- Monitoring Project Financial Data and Budgetary Cost Accounting – Services may include assisting the Contracting Officer and Contract Specialist with monitoring and reviewing budgetary cost accounting; administration of construction contract change orders; maintaining spread sheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., and assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages)
- Constructability and Phasing Review and Planning - Contractor will prepare a study working with the facility staff and project management to analyze the constructability of the proposed project in terms of impacts to facility operations. Services may include analyzing parking; utility shutdowns and relocations; staff and patient access; safety risk analysis; and noise, dust impacts. The contractor will develop a phasing plan which is mutually acceptable from both a construction and facility operations perspective.
- Progress Meetings – Conduct or attend weekly or bi-weekly project meetings with the VA, the COR, and other persons to review and monitor projects, project schedules, RFI status, Submittal Status, and review of construction contractor payment requirements. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
- Assisting in Issue Resolution – Contractor shall keep thorough records of occurrences, contracts, and other construction related matters of the project to assist the VA in conflict resolution.
- Testing and Inspection Services – The Contractor may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services.
- Performing Additional Construction Related Services – Services may include but not limited to; Maintaining marked up sets of project plans (inclusive of RFIs to specific sheet detail) and specifications for future as-built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these lists to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; assisting the COR with internal coordination and communication of outages including but not limited to parking, roads, data, fire safety system, electrical, HVAC, medical gases, and all other utilities; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Material and install compliance to approved submittals, to Request for Information Review, Responses, and project impact; Daily Logs of Activity; coordination of Owner supplied equipment; providing escort for construction contractors in secure areas; and other services as may be required by the VA.
- Assisting the CO/CS and the COR with Claims Administration – These services may include Furnishing reports with supporting information necessary to resolve disputes or defend against the claims, preparation and assembly of appeal files, preparation of cost estimates for use in claims negotiations, preparation of Time Impact Analyses and evaluations of claimed time delays, preparation of risk assessments / analyses relative to claim exposures, preparation of findings of fact and any other documentation required by the Government.
- The CM / Electrical Engineer (CM-EE) with a degree in Electrical Engineering from an accredited institution of higher learning.
- It is required that the individual have a minimum of 6 years of experience in both design and construction with a focus on medical facilities.
- The CM-EE shall be able to quickly understand and master the requirements of the local state and federal jurisdictions and the requirements of each in relation to this Project.
- The CM-EE shall possess the knowledge of Construction Contract Documents including Front End and Technical Specifications and Drawings to readily understand and assess the requirements.
- The CM-EE must have the skillset and a working knowledge of engineering services, building codes, budgeting, and scheduling to lead to the project's success. The CM-EE must possess the skillset and competency to supervise and manage personnel of diverse skillsets
- Experience with federal projects and with the VA in particular
- Experience with medical projects
- 30-hour OSHA safety training class
