Incumbent serves as Business Services Representative, responsible for marketing WorkOne West Central services and customers to employers, staffing agencies and other community organizations for business purposes and community awareness.
DUTIES:
HIGHLIGHTED DUTIES AND EXPECTATIONS:
- Become familiar with Corporate and Regional Workforce Board’s overall vision of Workforce and Economic Development. Embody the principles, goals, objectives, applicable regulations, policies and procedures in order to develop a comprehensive understanding of the position and how the job responsibilities correlates to Region 4’s Business Services concept while ensuring all activities are consistent and compliant with such and leads to their achievement.
- Become proficient with the WorkOne System philosophy in order to develop an understanding of the job’s relationship and how position relates to WorkOne initiatives and assure all activities are consistent with such and lead to the success of regional goals and performance attainment.
- Develop and nurture employer relationships to discover and identify staffing and specific targeted training needs.
- Develop job opportunities and implement hiring plans to successfully accomplish and meet the needs of employers; build and maintain productive working relationship with local agencies; perform employer outreach for all customers that leads to successful job placement.
- Oversee implementation of services for Apprenticeships, OJT (On the Job Training), Internships, Incumbent Worker Training, and CJT (Customized Job Training) delivery, standards, and procedures for client recruitment and referral applying continuous improvement strategies, as needed.
- Timely and systematically formulate required documentation for Apprenticeships, OJT’s, CJT’s, and Incumbent Worker Training.
- Conduct structured follow up strategies through continuous customer and employer engagement to be cognizant of the employment process and promote timely placements.
- Utilizes, maintains, and updates various employer and client databases in a timely manner.
- Utilize appropriate sourcing tools to identify eligible candidates for open projects and initiatives.
- Produce required weekly, monthly, and ad hoc status reports concerning business services related activities and all special projects including OJT and CJT (including issues/concerns and resolutions). Also, utilize predetermined OJT and CJT tools for all related projects.
- As a member of regional Business Services Team, works in cooperation and collaboration with regional Business Services Consultant and other Business Services Team members.
- Works with Employment and Training Advisors in multiple offices and counties to notify clients about upcoming Apprenticeship, OJT, and Internship opportunities, and to perform other support duties as needed.
- Maintains strong and positive presence in community in order to promote recruitment and employment of clients. Prepares formal presentations on WorkOne West Central services and presents information to customers, prospective employers, educational institutions, and other community organizations.
- Attends various staff meetings, submits required reports, interprets program information, and makes policy and procedural recommendations.
- Assists with development of curriculum for client job search workshops.
- Ensures compliance with federal, state, regional, and agency rules and regulations. Ensures agency and individual performance standards are met and/or exceeded.
- On occasion may instruct DWD Business Services Staff under the direction of the Regional Program Manager.
- Will perform duties as necessary to facilitate Rapid Response activities with local businesses.
- Performs related duties as assigned.
I. JOB REQUIREMENTS:
- Bachelor’s Degree in Business, Human Resources, Project Management, or related field preferred; demonstrated effectiveness in oral and written communication; ability to work autonomously and in a team environment.
- Ability to meet all hiring requirements, including passage of a drug test and background check.
- Working knowledge of standard office procedures, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.
- Working knowledge of standard English grammar, spelling, and punctuation, and ability to conduct public presentations and prepare detailed written reports as required.
- Ability to properly operate standard office equipment, including computer, printer, calculator, fax machine, copy machine, postage machine, and telephone.
- Working knowledge of Microsoft Office software including Word, Excel and Power Point
- Ability to effectively communicate orally and in writing with co-workers, other Region 4 partners, community organizations, social service agencies, educational institutions, various employers, training providers, clients, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
- Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.
- Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
- Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.
- Ability to provide a variety of services for clientele regarding workforce intelligence, employment opportunities including referrals, counseling sessions, and follow-up sessions.
- Ability to work alone with minimum supervision and work with others in a team environment.
- Ability to work rapidly for long periods and work on several tasks at the same time, often under time pressure.
- Ability to understand, memorize, retain, and carry out oral and written instructions.
- Ability to plan and present public speaking presentations regarding WorkOne West Central Employer Services.
- Ability to compile, analyze and evaluate data, make determinations, and present findings in oral or written form.
- Ability to file, post, mail materials, and maintain accurate and organized records.
- Ability to occasionally work extended hours, evenings, and travel out of town for meetings and training seminars, sometimes overnight.
- Must be able to project a professional image in manner and appearance.
- Possession of valid driver’s license and demonstrated safe driving record.
II. DIFFICULTY OF WORK:
Incumbent operates within general instructions, guidelines, and rules, exercising discretion in selecting the appropriate ones to ensure successful completion of assigned tasks. Incumbent performs a broad range of regular duties, which involve consideration of several variables.
III. RESPONSIBILITY:
Incumbent is responsible for proper completion of assigned tasks, with desired results clearly specified. Incumbent exercises independent judgment in a variety of situations and circumstances, using departmental policies for guidance. Unusual situations or problems with irate clients are discussed with the supervisor. Frequently, decisions are made which are restricted only by organization-wide policies. Work is reviewed primarily for attainment of objectives, adherence to instructions/guidelines, and technical accuracy.
IV. PERSONAL WORK RELATIONSHIPS:
Incumbent maintains frequent contact with area employers, community organizations, co-workers, other departments, social service agencies, educational institutions, clients, and the public, for purposes of assisting customer’s in finding and maintaining employment.
Incumbent reports directly to Business Services Team Lead.
V. PHYSICAL EFFORT AND WORK ENVIRONMENT:
Incumbent performs duties in a standard office environment, involving sitting and walking at will, sitting for long periods, keyboarding, close and far vision, hearing sounds/communication, and speaking clearly. Incumbent occasionally works extended hours and travels out of town for training, sometimes overnight.
