Description
To support our strategic expansion, we seek an experienced OSP Manager who will lead and manage large Outside Plant (OSP) fiber-to-the-premise (FTTP) network design and implementation projects.
This role is responsible for successfully executing assigned OSP fiber network design and implementation projects across multiple markets, which will build our nation’s infrastructure by delivering the transformative power of gigabit fiber access to rural communities.
The OSP Manager is responsible for successfully overseeing fiber design (cables counts, aerial/buried/underground infrastructure design, RUS contract language, budgets, bill of materials, design changes, customer interface, contractor interface) and directing resident engineers, inspectors and project specialists on the implementation and control over these projects.
The OSP Manager directs project engineers/designers during the design/CAD work/project documentation and staking sheet configuration in a manual or intelli-Fiber environment. They are responsible for the design and splicing with associated detail drawings or schematic work sheets for the project.
The OSP Manager will direct Residents & Inspectors, which oversee the construction teams, to ensure that work is completed on time and within budget to the required standard. The OSP Manager provides weekly/monthly updates to the entire team (including the customer) to strategically manage risk, monitor finances, provide the required status updates to the customer, and ensure each phase of work is delivered based on the schedule.
The OSP Manager will work with the project specialists on all PM tracking documentation and financial spreadsheets or operational documents to ensure accurate and timely tracking of each project to RUS and customer expectations.
This role requires an individual with strong leadership, facilitation, management, and client relationship skills. This position will partner across the JSI organization, construction vendors, and the client’s organization to plan and execute project delivery.

Key Responsibilities
Oversee and drive the delivery of the overall OSP FTTH project.- Monitor construction progress, oversee scheduling, and track budget to spending status.
- Function as primary interface for the client. Build strong working relationships by providing regular status updates, facilitating alignment meetings, and leading escalation discussions.
- Coordinate closely with the Engineer to ensure design plans are understood and followed.
- Manage a dynamic and complex supply chain inventory of materials and logistics.
- Build strong working relationships with construction vendors to ensure high-quality, on-schedule, and within-budget construction.
- Manage regular meetings with clients, stakeholders, and project managers to report on progress and manage risks.
- Ensure the detailed project plan is followed and drive the entire team to work together to achieve results.
- Comfort with challenging environments and regular multi-tasking and reprioritization.

Requirements
8 years of experience in engineering, construction, and/or management of OSP fiber and/or copper projects is desired.- Experience creating high-level OSP designs with AutoCAD, Google Earth, or GIS platforms is required.
- Prior experience as an OSP Resident, OSP Engineer, or similar role is preferred.
- Traveling to construction sites is a requirement of the role and may be required for extended periods of time.
- Experience with personnel management is preferred.
- Comfort in a rapidly changing environment with competing and shifting priorities.
- A keen sense of urgency.
- Strong written and oral communication skills, as well as listening and interpretation skills.
- A high degree of professionalism and integrity.
- Proficiency with Microsoft Office (Excel, Word, PowerPoint, Visio, Teams).
