Job Description
Johnson County Treasury, Taxation and Vehicles (TTV) is currently seeking qualified candidates to join our County Clerk and Register of Deeds division as the Tax Roll Coordinator . This is an exciting opportunity for an administrative professional with an interest in utilizing geographic information systems, research and interpretation of legal documents, and mapping of legal descriptions.
The County Clerk and Register of Deeds team is responsible for maintaining an accurate record of property ownership along with a map of all taxing unit boundaries to create the county's annual tax roll which totals more than $1.8 billion. The team interprets legal descriptions and updates property or taxing unit boundaries accordingly, identifies and corrects errors and inconsistencies in official records, and explains property transfer policies to key stakeholders. Additional responsibilities include :
- Responsible for coordination of parcel changes including but not limited to splits, combinations, annexations, specialty tax districts, and other orders to maintain a precise, complete, and accurate tax roll. Serves as a lead for the Tax Roll Specialists ensuring ownership transfers, address changes, and other updates to the tax system are completed timely and without error.
- Maintains a current map of taxing units to certify annually to the Kansas Department of Revenue. Ensures taxing units and taxing unit groups are set up appropriately in the Appraisal and Collections software system, Automated Information Mapping System (AIMS), and Kansas Property Valuation Division online portal. Tracks and communicates changes to taxing units and taxing unit groups for ongoing verification of accuracy.
- Communicates proactively, verbally and in writing, with internal and external contacts to exchange and update information, resolve discrepancies, explain rules and regulations, and ensure compliance with policies, procedures, and state law. Establishes processes and procedures for accurately maintaining the land management system. Acts as liaison and reaches out to other county departments to approve, maintain consistency where possible, and resolve discrepancies. Works closely with the county mapping team to identify and process boundary changes to maintain synchrony between the tax software system and AIMS.
- Responsible for reviewing and interpreting complex legal documents impacting land records; completes research of complicated issues utilizing multiple systems to identify solutions and make recommendations. Explains fees, policies, and payment options. Highly proficient in cartography, data analysis, and use of the county's geographic information system. Able to interpret complex legal descriptions and recorded documents to accurately determine property, taxing unit, and / or district boundaries.
- Serves as a tax system expert providing training to team members, testing software patches, and recommending improvements to processes and features. Communicates software updates, issues, and resolutions proactively with the team and the software vendor.
- Provides continual evaluation of processes and procedures. Suggests methods to improve operations while facilitating collaboration between multiple divisions, departments, and outside agencies. Audits ownership transfers, verifies document recordings, and serves as a back-up to the Plat Coordinator.
Job Requirements
An associate's degree and minimum of four years of experience in tax administration, data analysis, data management, accounting, finance, business, public administration, or a related field is required.
A bachelor's degree in one of the above fields is preferred.
Experience can substitute for education, and education can substitute for experience.
