GENERAL SUMMARY

Under the administrative direction of the Director of Public Works, manages the overall activities and operations of the development review division of the department, meets with potential developers or citizens on new development projects, and assists the general public.  This position also sits on the Director’s Management Team and has direct supervisory authority over assigned staff.  In addition, may act as the Director in their absence and performs other duties as assigned by the Director.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

 

  • Regular/punctual attendance and meets all established deadlines.
  • With a high degree of professionalism and customer service, assist customers with related development questions and provide guidance as needed.
  • Plans, organizes, directs, and monitors the overall operation of areas assigned by the Director, including supervising the daily activities of assigned personnel.
  • Assists the Director in helping implement the vision and goals of the department.
  • Assists the Director in implementing policies set forth by the Commissioners Court.
  • Advises the Director of planning and development issues & attends professional development training as needed.
  • Assists the Director with recruiting, interviewing, hiring, training, and evaluating employees.
  • Represents the County at meetings in the absence of the Director.
  • Works effectively and collaboratively with all employees and external customers.
  • Assists the Director with financial and budgetary matters.
  • Advises staff on technically challenging projects or application of laws, policies, procedures, and regulations.
  • Reviews & provides comments on plans and plat & coordinates the development review process with other cities & internal departments to determine compliance.
  • Prepares and reviews staff reports for Commissioners’ Court consideration.
  • Prepares information and makes recommendations for adoption and amendments to development regulations.
  • Performs special assignments, research, projects, or tasks that may require complete confidentiality.
  • Meets regularly with the Director to provide updates.
  • Performs other duties as assigned by the Director.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor's degree in planning, public administration, engineering, architecture, geography, or equivalent field with three (3) years of relevant experience, or
  • A minimum of three (3) years of supervisory experience and managing major projects, preferably in local government and/or private consulting in regional or area-wide planning, and;
  • American Institute of Certified Planners (AICP) certification preferred.
  • Prior experience in local government, planning, or inspections preferred.
  • A valid Class C Texas driver's license is required when driving county vehicles.

KNOWLEDGE, SKILLS, and ABILITIES

  • Knowledge of the principles and practices of development regulations, platting, comprehensive planning, general septic regulations, and open records.
  • Knowledge of general public administration principles and practices regarding employee training, staff development, and mentoring.
  • Function highly in professionalism, maturity, and diplomacy, especially in challenging or stressful conditions.
  • Exceptional customer service skills with associated creative problem-solving skills.
  • Detail-oriented & possess strong organizational skills.  
  • Strong and effective communication (written/verbal) and learning skills - Bilingual in Spanish is preferred but not required.
  • Possess excellent interpersonal skills and establish/maintain effective working relationships with co-workers, contractors, developers, property owners, elected/appointed officials, and the general public.
  • Work well without constant supervision and efficiently, independently or in a team setting.
  • Performs well under pressure while multitasking, prioritizing deadlines, and adapting to varying workloads & tasks
  • Excellent research and analytical skills are required.
  • Possess independent judgment and strong decision-making abilities.
  • Knowledge of applicable development regulations (local & Texas Local Government Code), interlocal agreements, review processes, and technical reviews.
  • Read, review, and analyze legal descriptions, site plans, and other related planning documents.
  • Work with confidential information and maintain discretion at all times.
