T h e mission of the Johnston County Public Utilities Department is to provide citizens of Johnston County efficient, affordable, and friendly services of w ater supply, w astewater collection and treatment, r eclaimed water, s tormwater management.
We are actively hiring for a Water Plant Operator. This position is a 12 : 00 AM (midnight) to 12 : 00 PM (noon) shift or 12 : 00 PM (noon) to 12 : 00 AM (midnight) shift, to be determined by the department. Must be available to work every other weekend and various holidays.
- A Water Treatment Plant Operator has the opportunity to work with modern treatment plant technology, collaborate with a skilled team of professionals and play a crucial part in protecting public health.
- A Water Treatment Plant Operator for Johnston County performs intermediate skilled work in the daily operation of the County's Timothy G. Broome Water Treatment Plant, currently rated at 14.0 MGD with upgrades underway to treat 18.0 MGD.
- A Water Treatment Plant Operator must exercise independent judgment for routine and non-routine operation of the surface water plant for production and distribution of drinking water that meets or exceeds the parameters of regulatory agencies, following established plant operational procedures.
- A Water Treatment Plant Operator controls high-tech equipment, such as control pumps, valves, and computers that move the water through the numerous treatment processes. Operators are responsible for testing the water at various stages of treatment; interpreting and adjusting meters and gauges; and performing laboratory analysis. Principle areas of work include Raw Water Supply, Process Control, Laboratory and Quality Control, Distribution Supply, and Facility Operations.
- Work is performed under the supervision of the Water Treatment Plant Chief Operator and Water Treatment Plant Supervisor.
Pay is dependent upon experience and increases with certification.
This position has been identified as safety-sensitive and is subject to background checks, pre-employment and random drug screening.

Duties and Responsibilities
Raw Water Supply - Controls and monitors raw water intake pumping into on-site storage reservoirs and transfer pumping for raw water flow into the treatment plant; Responsible for monitoring pump changes and valve operations; Assists with monitoring various equipment, facilities, and processes by use of the plant supervisory control and data acquisition (SCADA) system; collects water samples from designated points; performs other tasks as required.Process Control - Monitors all equipment necessary to regulate the flow of water through treatment plant processes; Observes pumps, motors, filters, mixers, chemical feeds and other equipment; Monitors and documents pump changes and valve operations; Maintains a log of plant operations; Routinely records metering information, gauges and indicators; Reports unusual plant operating conditions; Assists with daily chemical inventory and completes daily usage report under supervision of the Chief Operator; Computes chemical dosages and adjusts chemical feeders for various plant processes; Completes daily monitoring reports; Transfers chemical to day tanks to maintain proper level; Backwashes filters and completes run records; Assists in safe unloading of various chemical deliveries.Laboratory and Quality Control - Conducts physical and chemical tests in a laboratory; monitors turbidity display; enters data from lab tests into computer; documents any control changes during shift; assist with monitoring pump changes and valve operations; performs other tasks as required.Distribution Supply - Monitors and adjusts water supply pumped into the distribution system; Assists with monitoring tank levels and adjusting pump changes through SCADA within the distribution system; Perform other tasks as required.Facility Operations and Maintenance - Maintains the plant and operating equipment and facilities in a clean and orderly condition; Makes equipment adjustments, lubrications and minor repairs; Performs regular security checks at water plant after business hours; Performs routine housekeeping duties inside and outside the plant; Participates in painting, lawn maintenance and other plant maintenance projects; Performs other tasks as required; Learns and receives training in advanced operational and technological developments in the water industry, as well as other training, including safety and environmental compliance; Works with hazardous chemicals relating to water treatment. Receives training and responds to hazardous chemical spill events and District facilities.Knowledge, Skills and Abilities
Basic knowledge of chemistry, math and physics; Familiar with the principles, practices, equipment, and methods used in water treatment;Working knowledge of safety rules, codes, and regulations pertaining to the work;Working knowledge of the methods and precautions in storing and handling chlorine and other hazardous chemicals;Working knowledge of mechanical, electrical, and hydraulic principles, standardized water quality tests, routine facility and equipment maintenance and cleaning methods;Skill in operating water treatment, including automatic control devices and use of computer for data base management;Skill in performing minor maintenance and making operating adjustments to water treatment; Skill in operating plant equipment without immediate or detailed supervision;Ability to recognize unusual, inefficient, or dangerous operating conditions and take appropriate action;Ability to accurately read and record data from gauges and meter;Ability to read and interpret plant piping and distribution diagrams;Ability to perform standardized water quality tests and adjust plant equipment accordingly; Ability to compile, evaluate and analyze operational data and information and take or recommend, appropriate actions;Ability to learn advanced processes and control techniques, and complex analysis of water quality.Physical Requirements
The physical activity of this position includes climbing (ladders, stairs, scaffolding, ramps, poles, and the like), balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, and hearing.Exerting up to 50 pounds of force occasionally, and / or up to 20 pounds of force frequently, and / or up to 10 pounds of force constantly to move objects.The visual acuity requirements include color, depth perception and field of vision to perform data analysis, computer work, ready, visual inspection, reading measurement devices and assembly or fabrication of parts.A Water Treatment Plant Operator is subject to both indoor and outdoor environmental conditions. The position is subject to noise, hazards (moving mechanical parts, electrical current, working on high places, exposure to high heat, exposure to chemical, etc.).The position is subject to atmospheric conditions, such as fumes, odors, dusts, mists, gases and may be required to wear a respirator at times.Desired Education and Experience
