The Johnston County Department of Social Services has an immediate opening for a CQI/Trainer position in the Staff Development Unit.  This role centers on improving service quality through data analysis, case reviews, and staff training while ensuring adherence to policy and addressing the complex needs of our customer in the Children Services Divisions.


Primary Purpose of the Organizational Unit:

The Child Services Division of the Johnston County Department of Social Services provides Protective Services Intake, Investigations, Assessments, Emergency On-Call, and Case Planning and Case Management; Permanency Planning; Foster Care Reunification and Placement; Independent Living; Recruitment and Training for Foster Parent Families and Adoptive Applicants, Agency Adoptions; and completion of Home Study requests from other North Carolina Departments of Social Services and the Interstate Compact.


The Staff Development Unit consists of CQI/Trainers who define, measure and improve outcomes on an ongoing basis in the Child Services Division.  The CQI team completes case record reviews; coordinates State and Federal audits/reviews; coordinates and/or provides training to agency staff; compiles, analyzes and disseminates data; manages the agency’s internship program; and completes other duties as assigned by the DSS Director or their designee. 


Fifteen percent (15%) of this role involves training agency staff on essential policies, practices, and procedures to ensure consistent, high-quality service delivery. This responsibility includes developing and delivering training sessions that strengthen staff understanding and adherence to local, state, and federal mandates.  

This employee's primary responsibility is to monitor performance, using case reviews, and process reviews and data analysis. This employee uses case reviews to evaluate adherence to federal, state and county policy guidelines and to assess the quality of work performed by individuals and teams within the specified Division or program area. This employee will also perform other duties as directed by CQI Social Work Supervisor or the DSS Director as it pertains to assuring quality performance in the services provided by the agency. This employee will also assist in the development and delivery of training to reduce error rates, improve program integrity and enhance services provided.

To help achieve the mission and vision of Johnston County DSS, an employee’s key responsibilities in this roles are: 

  • Conduct qualitative reviews of screened out reports, assessments, in home services and foster care cases and licensing processes to ensure compliance with federal, state and county policies, standards and procedures.  

  • Collect, organize and analyze data from cases to identify patterns and trends related to service delivery, effectiveness, customer outcomes and policy adherence.

  • Implements a plan for using random and stratified sampling to review cases.  Consults with case workers and supervisors to ensure validity of data.  

  • Provides training and coaching to staff according to needs identified in the CQI process..

  • Use database applications to present data in a clear and actionable format. 

  • Demonstrate an ability to present findings and data to agency staff, leadership or other stakeholders. 

  • Demonstrate, through oral or written findings, their in-depth knowledge of relevant policies and practices that align with policy and/or procedural requirements. 

  • Co-facilitate or individually train agency staff on identified topics

  • Thorough knowledge of IV-E eligibility and other funding sources

  • Collaborate with staff, stakeholders and external professionals across departments 

  • Perform other duties as assigned by the team supervisor, the agency director or their designee. 

  • Makes recommendations to the Supervisor to improve caseworker and supervisor practice, including revisions or additions to division protocols. 

  • Continues to monitor and report on efforts to improve performance in the Program Development Plan.  

Thorough knowledge of social work principles, techniques and practices, and their application to complex casework, group work and community problems. Considerable knowledge of a wide range of medical, behavioral and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations and policies which govern the program. Considerable knowledge of the methods and principles of casework supervision and training theory, principles and techniques.  


Ability to interpret, apply and communicate a variety of policies, procedures and regulations. Ability to exercise sound judgment in assessing training needs, development of objectives, recommending training goals and evaluating student learning. Ability to develop course outlines and lesson plans.  Ability to adapt and communicate information to a wide range of audiences and situations.  Skills in counseling and relating to others. Ability to establish and maintain effective working relationships with peers, stakeholders and other professionals, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.

Master's degree in social work from an accredited school of social work; Bachelor's degree in social work from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); Bachelor's degree in social work from an accredited school of social work and one year directly related experience.

Master's degree in a human services field and one year of directly related experience; Bachelor's degree in a human services field from an accredited college or university and two years directly related experience; Bachelor's degree from an accredited college or university and three years of directly related experience

Master's degree in social work from an accredited school of social work and one year of directly related experience; Bachelor's degree in social work from an accredited school of social work and two years of directly related experience. 

Successful completion of Pre-Service Training: Child Welfare in North Carolina is required.
