JCEO is a private, not-for-profit human service agency that serves the residents of Clinton and Franklin Counties in New York State. All programs are based on JCEO's mission to alleviate poverty through practical, timely, and innovative services that emphasize and develop problem-solving skills for people.

The Community Outreach Program Relief Worker will be cross-trained to provide coverage for multiple Community Outreach Program positions in Clinton and Franklin Counties, in order to fill vacancies depending on the demand and/or need for that day. 

Full-Time, Non-Exempt
Location: On-Site
Hourly Rate of Pay: $18.50

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
  • Provides and informs all service area residents of the services and resources available.
  • Maintains the food pantry to include stocking, cleaning, and walking clients through the Food Pantry ensuring they receive the required food items per Hunger Prevention and Nutrition Assistance Program (HPNAP) and Regional Food Bank guidelines.
  • Assists with and maintains a clean, safe, and orderly warehouse in accordance with New York State Health Department and Agency policies and procedures.
  • Performs cleaning functions specific to assigned facilities and/or based on seasonal/project requirements.
  • May assist or perform snow removal activities and minor maintenance, such as replacing lights bulbs, moving furniture, or other similar activities.
  • Performs limited grounds maintenance such as mowing lawns, trimming hedges, removing weeds, and raking and disposing of leaves and refuse.
  • Completes intake information for all households requesting emergency food packages and refers to appropriate resources.
  • Completes all Feeding America Store Pick-Ups and deliveries to specific locations based on the county in which coverage is being provided.
  • Assists with Summer Feeding in Franklin County.
  • Assists with Backpack Program for Clinton and Franklin Counties.
  • Completes runs to the sanitation station as needed.
  • Submits all reports as requested on a timely basis.
  • Operates the forklift in compliance with OSHA’s Powered Industrial Truck requirements. Records refrigeration temperatures daily.
  • Enters all client tracking information in CAPTAIN client tracking system daily that pertains to job responsibilities for that given day.
  • Assists eligible clients with applications for; Christmas Bureau,  Supplemental Nutrition Assistance Program (SNAP) Benefits, Home Energy Assistance Program (HEAP), Emergency Fuel,  Housing and Urban Development (HUD),  United States Department of Agriculture (USDA),  Women Infants and Children Food Program ( WIC), Continuing Education, Weatherization, Empower and other designated programs.
  • Maintains confidentiality of all consumers/clients consistent with agency mission, policies, and procedures. Attends all trainings and program meetings as directed.
  • Follows all health and safety regulations.
  • Performs all other related duties assigned and in a manner consistent with the mission and goals of the Joint Council for Economic Opportunity, Inc.

SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED) and six months of related experience and/or training; or an equivalent combination of education and experience.

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.

OTHER SKILLS AND ABILITIES
Ability to develop productive relationships with people in need.
Ability to establish and maintain effective interpersonal and intergroup relations. Ability to be resourceful, creative, tactful, and courteous.
Ability to use initiative and good judgment.

CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid Driver’s License.

Must complete certification to operate forklift within introductory period.

This position requires the successful candidate to obtain and maintain a valid Department of Transportation (DOT) medical certification within the first 30 days of hire. Re-certification will be required as specified by DOT guidelines. Please note that the cost of the certification exam only will be covered by JCEO, but any additional associated costs (e.g. medical evaluations or appointments) will be the responsibility of the employee.
