JRAD is seeking a highly experienced Advanced Contract Specialist to provide pre- and post- contract management support for Research and Development (R&D) assistance agreements and Other Transactions (OTs) for the Advanced Research Projects Agency for Health (ARPA-H).
Roles/Responsibilities:
This role requires a deep understanding of Federal Acquisition Regulations (FAR) and significant experience managing complex contracts in support of innovative R&D initiatives.
Key Responsibilities:

Pre-Award Contract Support:
- Assist in developing and drafting R&D assistance agreements and Other Transactions (OTs).
- Conduct market research to identify contracting opportunities and best practices.
- Prepare solicitation documents, evaluate proposals, and assist in the negotiation of terms and conditions.
- Ensure compliance with applicable regulations and policies during the pre-award process.
Post-Award Contract Management:- Monitor the performance of contracts, ensuring deliverables align with technical and programmatic goals.
- Manage modifications, extensions, and closeout activities for R&D agreements and OTs.
- Serve as a liaison between government program managers, contractors, and other stakeholders to resolve issues and maintain contract integrity.
- Ensure compliance with reporting requirements and assist in tracking financial and technical milestones.
Policy and Risk Management:- Provide expertise in Federal Acquisition Regulations (FAR) and Other Transactions (OT) authority to ensure adherence to contracting guidelines.
- Assess potential risks associated with agreements and recommend mitigation strategies.
Documentation and Reporting:- Prepare contract documentation and reports for internal and external stakeholders.
- Develop and maintain accurate records of contract activities and performance metrics.
- Support briefings and presentations related to contract status and performance.
Required Skills and Education:
- Master’s degree in any field.
- 12 years of experience in Federal Acquisition Regulations (FAR), OTs, and R&D contracting.
- Strong knowledge of R&D contracting processes and OT authority.
- Excellent communication and analytical skills to manage complex contract requirements.
