What are the responsibilities and job description for the Project Manager position at Joint Research and Development, LLC?
JRAD has an immediate fill opening for a Project Manager located in the Fort Detrick, MD area. This is a telework position with frequent onsite requirements.
Roles and Responsibilities
- Assist the Government with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.
- Perform project management, engineering management, Department of Defense (DoD) acquisition, or another related subject of comparable complexity and responsibility.
- Lead tasks which involve tracking risk and providing constant status or process oversight.
- Maintain awareness of program execution and milestones, as well as their strategic impacts.
- Lead tasks in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.
- Write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.
- Facilitate planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
- Apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions. Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users’ requirement.
- Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.
- Manage tasks associated with assist in identifying, assessing, developing, and mitigating program risk.
- Work to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
- Draft, review, staff, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with (IAW) DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, and objectives.
- Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed. The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.
- Review and provide input to acquisition documentation in support of Program Management Reviews (PMRs) and Joint Program Reviews (JPRs).
- Provide input to support annual, monthly, and weekly recurring reports, as needed.
- Communicate programmatic issues, concerns, and information.
- Manage and develop and update top-level briefings for public presentation to be utilized at various conferences and events.
- Track the status of action items, meeting minutes, and monthly reports.
- Manage efforts in determining appropriate assignments, setting priorities, monitoring progress, and reporting on progress to meet established deadlines.
- Manage maintaining program management tools and processes.
- Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
- Lead efforts in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- Provide general support to DBPAO and direct support to Targeted Acquisition of Reference Materials Augmenting Capabilities (TARMAC) products and processes, including acquisition and contract support.
- The contractor shall interface with the DBPAO TARMAC customer base, manufacturers, and storage facilities to understand logistics requirements and prepare, process, and track documentation for equipment, ensuring all activities are done in accordance with DoD directives and instructions, as well as Department of the Army regulations and policies related to equipment tracking and property book maintenance.
- Coordinate equipment fielding between purchasing agencies, gaining units, and JPM G logistics personnel, and ensure all fielding processes are followed and all necessary property book paperwork is complete and ready for signature at the equipment fielding site.
- Lead the effort of planning, budgeting, and managing projects in accordance with the DoD acquisition process, applicable regulations, and best business practices.
- Prepare, review, and collate equipment logs and then submit the reports to the associated agencies.
- Assist graphic artists and subcontractors to create and coordinate displays, exhibits, posters, and other display materials. In addition, the contractor shall prepare, maintain, set up, and dismantle displays, which may include coordinating subcontractor assistance for additional support.
- Lead efforts with budget/planning (i.e., Procurement and Research Development Test and Evaluation (P&R) form preparation, spend plan preparation, price model development and validation, and unfunded requirement (UFR) preparation).
- Manage the review and preparation of acquisition documentation, product procurement contracts, and program documentation.
- Prepare briefings, decision documentation, and program information to support internal and external communications and marketing.
Required Qualifications
- Bachelor's degree from an accredited University.
- Minimum of 5 years of program management experience.
- Minimum of 5 years of project financial analysis experience.
Security Requirements
- Must be able to obtain a DoD Secret clearance.
