Title: Advocacy and Policy Manager
Reports to: Deputy Director
Employment Type: Full-Time, Permanent, Exempt
Salary: $60,000 - $65,000
Location: In-office at one of Jolt’s regional locations (Dallas, Houston, San Antonio) with flexibility for non-standard hours, weekends, and holidays both virtually and in-person. Eligible for an intermittent hybrid schedule.

Jolt is a non-profit organization founded in 2016 to increase the civic participation of Latinos in Texas to build a stronger democracy and ensure that everyone’s voice is heard. Jolt knows that our democracy works best when everyone gets a seat at the table. That’s why Jolt builds the leadership capacity of Latinos to mobilize their peers to action. Jolt lifts up the voices of young Latinos in Texas to tell their own stories through creative arts and acts, development institutes, and student leadership.
Jolt believes that Texas is poised for change, with a growing and disaffected Latino population. Today, 1 in 3 eligible voters in Texas is Latino and projections indicate that by 2030, Latinos will make up the majority of the state’s population. But demographics alone aren’t destiny. Winning change requires building a homegrown movement and a smart, focused, long-term strategy that can deliver equality and power to those who are most excluded and often first impacted.
SUMMARY
The Advocacy and Policy Manager manages and develops a statewide team of Regional Organizers, clubs, and chapters to grow community-based leadership, develop issue education and advocacy, and lift up the stories and power of young Latinos in Texas.
The Advocacy and Policy Manager oversees a driven-department to mobilize young Latinos to scale in Texas.
KEY RESPONSIBILITIES
Essential duties and responsibilities may include, but are not limited to the following:
- Team supervision & management: Supervises a team of regional organizing staff while modeling, building, and supporting effective communication and a collaborative performance-oriented culture
- Relationship building & stewardship: Foster and steward partnerships with social, civic, and other local organizations
- Program strategy: Identify and implement strategies to mobilize Jolt’s base of support to advocate on issues impacting Latinos in Texas and oversee issue advocacy work to ensure alignment and consistency with Jolt’s vision and mission
- Process management: Develop and oversee Jolt’s club/chapter organizing model and Jolt’s volunteer program, including data entry, voter registration support, and compliance oversight
- Learning & development: Collaborate with leadership in advance to develop and manage trainings, campaigns, program goals, and modify plans as to correlate with budgetary needs
- Performance assessment & reporting: Create and manage program evaluation systems to ensure quality work outputs
- Issue messaging: Contribute to the development of and support Jolt’s policy platforms on key issues, including climate change, immigration, voting rights, healthcare, and education, in collaboration with leadership
- Data management & reporting: Audit data entry completion and error rate for organizers and volunteers to include student chapter members and coordinators to anticipate changes to evaluate and plan accordingly to meet organization needs.
- Budget management: Oversee departmental budget, establish performance goals, and provide routine reporting to executive leadership
- Project management: Responsible for setting and managing deadlines with support of leadership for successful execution of initiatives.
- Performing other duties as assigned
EXPECTED OUTCOMES
- Maintain a retention rate for chapters statewide with an even representation by region =/> 85%
- Gauge the effectiveness of leadership development initiatives through a post engagement survey with a =/> 70%
- Maintain accurate records related to voter information with <5% error rate
- Achieve pledge to vote cards for 90% of registered applications
- Achieve an overall attendance turnout for initiative >/= 70%
- Maintaining Jolt’s public image and community relations, including promotion of special programming

SKILLS AND QUALIFICATIONS
- Degree from an accredited college or university
- Reliable transportation, ability to commute across the city (ies) and to other regions
- Standard hours are Monday through Friday 9 AM to 5 PM with strong flexibility to adjust schedule in accordance with assignments
- Eligible to register voters in the state of Texas and must be or become certified as a volunteer deputy registrar within two weeks of hire
- Access to internet on a personal smartphone or other electronic device to data enter and research
- Ability to carry and set up tabling/event equipment of at least 20 pounds
- Ability to stand or sit for an extended period of time while working in an indoor environment
- Excellent time management and communication skills, including the ability to speak to the
- generals public for extended periods of time
- Ability to meet deadlines with progress updates in a fast paced environment
- Experience in developing and facilitating trainings
- Enthusiasm for building meaningful relationships within our regional communities
PREFERRED QUALIFICATIONS
- Bilingual (English and Spanish)
- Experience managing paid staff and/or volunteers
- Experience in working with Google Suite, EveryAction, NGP VAN, and Blocks, and similar software
