Position Summary for the Government Payroll Administrator:
- Ensure timely processing of all staff payroll in accordance with labor regulations and standard accounting principles.
- Work with Information Technology to ensure security protocols are in place for all pay systems.
- Maintain updated procedure manual for payroll processing and assist in training of other staff on the payroll system.
- Maintain the payroll system and all computer programming tools (ExecuTime/Time and Attendance and Tyler Technology systems) in a super-user role, to troubleshoot general user questions or basic technical issues.
- Keep abreast of current payroll tax requirements and relevant laws associated with the processing of employee wage data, including payroll taxes, employee federal and state income and social security taxes, and other required reporting (retirement, deferred benefits, insurance, FBMC, ACA, etc.).
- Advise management on pay practices related to FLSA and APA, fringe benefit reporting, and W-4 recording.
- Process year-end reports and reconcile W-2 and ACA information for accuracy. Document any discrepancies in payroll processing to maintain a clear record of reconciliation and adjustments.
- Process wage garnishments, pay levies, and other involuntary court-ordered payments in a timely manner, and assist employees with general payroll questions concerning leave accruals, wage deductions, fringe benefits and other related pay issues.
- Work with the Finance Director when calculating across the board increases.
- Process claims for all required payroll liabilities for each pay period.
- Reconcile all payroll liability accounts to the general fund ledger. Prepare journal entries as needed.
- Assist with financial audits related to pay records and workers compensation.
- Interact and communicate with various groups and individuals such as the immediate supervisor, other departmental staff members, Treasurer’s department, other employees, and the general public.
- Perform general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.
- Prepare quarterly reports.
- Process W-2s and 1095Cs on an annual basis.
- Provide customer service to vendors.
- Maintain files and records.
Qualifications Summary for the Government Payroll Administrator:
- Government and/or municipality experience is required.
- At least 2 years of payroll accounting experience required.
- Bachelor's Degree or equivalent.
- Tyler Technologies software is highly preferred.
- Knowledge of generally accepted accounting principles (GAAP).
- Proficient with file and records management.
- Skilled in establishing and maintaining working relationships.
- Excellent problem solving and interpersonal skills.
- Skill in prioritizing and planning.
- Strong oral and written communication.
