Job Title: Program Specialist – Migrant Family Engagement Specialist (.8 FTE) and District Bilingual Support (.2 FTE)

 

POSITION SUMMARY

 

The job of Program Specialist – Migrant Family Engagement Specialist is done for the purpose of enlisting migrant parental involvement in student’s educational programs and school site activities in grades Pre-K-through 12th; providing translations of written materials and verbal exchanges; providing support services to building Migrant family liaisons; and facilitating positive parent, school and student relationships. This position requires flexibility of work hours for meeting parent and student needs. Although this position provides leadership and helps coordinate the efforts of all school Migrant family liaisons, it does not supervise any employees. In addition, for most responsibilities this position reports to the District Coordinator Equity/ELL/ MigrantEducational Programs. For matters related to District Bilingual services, this position reports to the Assistant Superintendent or designee.

 

JOB DESCRIPTION AND RESPONSIBILITIES:

 

  • Assists parents in locating and enrolling in skill development courses (i.e. ESL classes, nutrition/cooking, computer training) for the purpose of promoting parental effectiveness and student achievement.
  • Coordinates with the Migrant School/Family Liaisons in all district schools to ensure that migrant parents have on-going, strong communication and support at each building and that Migrant Parent Meetings are held regularly throughout the year at each building. 
  • Organizes and conducts regularly scheduled meetings of the district T-PAC for Migrant and ELL Parents. 
  • Attends all required department, district and state meetings.
  • Is responsible for all district functions related to the state’s  Migrant SPAC meetings.
  • Maintains a variety of records (i.e. program participation, progress, referrals, etc.) for the purpose of providing required information and/or documentation.
  • Orientates migrant students and families for the purpose of establishing familiarity with program, services, and required processes.
  • Participates in workshops, meetings, community events, etc. for the purpose of receiving and/or presenting information.
  • Prepares a variety of reports (i.e. program participation, activity, etc.) for the purpose of meeting program, district, state and federal requirements within required deadlines.
  • Responds to inquiries for the purpose of providing information and/or direction.
  • Translates written materials and conversations for the purpose of facilitating communication between students, parents, teachers and other District employees.
  • Participates in expulsion hearings 

OTHER RESPONSIBILITIES  

  • Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities
  • Maintains consistent and predictable attendance to meet the requirements of the position.
  • Performs other duties as assigned

 

MINIMUM QUALIFICATIONS

Education: High School diploma or equivalent required; 72 quarter hours of accredited college or equivalent education preferred. 

 

Experience: Prior job related experiences with migrant families or at risk populations; paid or volunteer.


Skills: Bilingual in English and Spanish languages. Excellent oral and written communication and interpersonal skills and able to communicate with parents, students, staff and community. Use correct grammar, punctuation and spelling, and perform basic clerical functions and arithmetic calculations. Excellent organization skills. Able to operate a computer, office machines, telephone and other technology equipment. Excellent computer skills, including use of Office Programs (Excel, Word, PowerPoint) and Google programs.

 

Knowledge: Knowledge of variances in hispanic cultures.

 

Abilities: Work harmoniously with others. Work and communicate effectively with students, parents, and school personnel from diverse cultures or backgrounds in English, Spanish, or other languages related to the job. Work independently without supervision, and with minimum oral/written instructions. Ability to sit and/or stand for prolonged periods, understand and carry out oral and written instructions, maintain confidentiality of all family interactions and student records, meet schedules and deadlines, read/interpret/apply rules, regulations and  policies. Ability to problem solve. Significant physical abilities include lifting/reaching/handling, talking/hearing conversations, near/far visual acuity, moving to various locations within the classroom and school. Ability to drive a personal motor vehicle.

 

Continuing Education/Training Clearances: Pre-employment criminal justice fingerprint clearance and criminal background check. Valid Oregon Driver’s License.
