We are seeking a detail-oriented and dedicated Bursar to oversee the management and operational control of all student account functions at our institution. This key role is responsible for a wide range of activities, including the management of federal and non-federal student aid programs, billing and receivables, collections and liabilities, cashiering operations, third-party accounts, and 1098-T reporting. The ideal candidate will ensure the smooth operation of these functions while developing and implementing internal controls to manage the school’s accounting, recordkeeping, and reporting of student funds.

Key Responsibilities:
- Financial Operations Oversight: Supervise deposit operations to ensure cash, checks, and electronic payments are accurately deposited and recorded in both the student information system and accounting system.
- Billing & Collections: Manage billing processes for tuition and fees, collaborating with Admissions, Financial Aid, and Registrar offices to ensure accurate billing. Oversee student accounts receivable and manage month-end accounting entries, including revenue, A/R, and bad debt.
- Collaboration & Coordination: Work closely with departments such as Financial Aid, Admissions, Registrar, and Student Services to enhance the student experience and streamline processes.
- Payment Management: Own the TouchNet online payment system and oversee the setup of online payment plans. Ensure timely disbursements, refunds, and proper reconciliation of Title IV fund account balances.
- Compliance & Reporting: Maintain compliance with federal and state regulations regarding student accounts, including processing disbursements, refunds, and ensuring adherence to financial aid policies. Process 1098-T tax forms and communicate cost breakdowns for programs.
- Relationship Management: Build and manage relationships with third-party agencies, such as collection agencies and merchant services, to ensure effective performance and identify potential areas for improvement.
- Student Engagement: Represent the department at events like orientation, graduation, and admissions events. Ensure responsive communication with students, including timely replies to emails, phone calls, and in-person inquiries.
- Year-End Audits & Reconciliations: Assist with year-end financial statement preparation and financial aid audits to ensure accuracy and compliance with regulations.
- Leadership & Process Improvement: Oversee all aspects of the Student Accounts department, ensuring continuous process improvements, effective internal controls, and up-to-date knowledge of changes to regulations.
Skills & Qualifications:
- Proven experience in managing student accounts, financial operations, or similar roles.
- Strong knowledge of federal and state regulations regarding student accounts, financial aid, and student refunds.
- Experience with TouchNet or similar payment processing systems.
- Exceptional organizational, problem-solving, and communication skills.
- Ability to manage and prioritize multiple tasks in a fast-paced environment.
- Leadership capabilities with a collaborative mindset to engage with various departments.
- Proficiency in financial systems and MS Office Suite (Excel, Word, etc.).

Requirements
EDUCATION/EXPERIENCE:
- Required education: Bachelors degree in Business or Finance
- Preferred education: Masters degree – in Business or Finance/Accounting
- Required experience: working in a Bursar, Student Accounts or Financial Aid role; experience in collection procedures, with emphasis on loan contract collections; administration of Title IV funds and Department of Education compliance
- Preferred experience: CampusNexus, TouchNet, 3-5 years in a similar role
