Job Summary: The Emergency Management Program Manager is responsible for assisting the Director of Emergency Management in the development of preparedness training, exercise development, and administrative aspects of the JPS Emergency Management Program network wide.
Essential Job Functions & Accountabilities
- Assists with oversight of TCHD Emergency Management programs in accordance with standards set forth by The Joint Commission (TJC), Center for Medicaid and Medicare Services (CMS), Federal Emergency Management Agency (FEMA), Life Safety Code, and Occupational Safety and Health Administration (OSHA).
- Collaborates with other members of the healthcare team to evaluate, develop, and implement disaster response and emergency preparedness plans.
- Participates in community partner meetings to plan drills and exercises that would require a response from JPS and test current processes.
- Collaborates with the Director in the development of drills and exercises per regulatory agency requirements.
- Identifies, designs, and manages the educational needs of district employees related to the Emergency Management Program.
- Provides education and training to staff (support and specialized) throughout the JPS system on Emergency Management.
- Completes documentation as required by local, state and federal regulations.
- Maintains JPS on par with the various Emergency Management databases such as EMResource, NWS, WebEOC and other emergency communication websites adopted by the State of Texas or JPS.
- Assists in the design and coordination of the hospital district’s specialized response teams (HazMat/Decon, Special Infections, etc.) in accordance with appropriate standards.
- May attend and represent JPS Health Network in local, state, regional, and national programs related to disaster funding and program development, implementation, and evaluation.
- Participates in maintaining the Hospital Command Center for emergency responses, disasters, and exercises.
- Shares in the On-Call duty rotation for the Emergency Management Department.
- Coordinates and promotes facility participation in community-wide disaster and emergency planning activities.
- Attends network meetings related to Emergency Management.

Required Qualifications:
- Bachelor’s Degree or Nursing Degree in a related healthcare field.
- 2 years’ experience in hospital emergency management or disaster-related field.
- National Incident Management System (NIMS) ICS 100, 200, 700 and 800 are required within one year of employment.
- Certified Healthcare Emergency Professional certification within one year of employment.
- Current JPS recognized Basic Life Support (BLS) Certification and must be maintained throughout employment.
- Training in Hazardous Materials (HAZMAT) response.
- Valid state of Texas driver’s license.
- Bachelor of Science degree in Emergency Management or Nursing with five plus years of hospital experience.
- 3 plus years of training and experience in the following areas: emergency preparedness, response, recovery, and mitigation.
- 3 plus years of experience in hospital emergency management, EMS and/or Fire Services and/or Hazmat management.
