Description: The Executive Director Environment of Care (EOC), Life Safety (LS), and Emergency Management (EM) will provide leadership and direction for district safety, emergency response, hazardous materials and waste, fire, life safety, and facilities environment of care. This position will interpret EOC, LS, and EM regulatory standards and collaborate with key stakeholders to ensure compliance with these standards. The Executive Director is responsible for overseeing, developing, and implementing, in conjunction with Network leaders, initiatives aimed at reducing EOC and LS incidents, and Emergency Management response. This position will organize safety assessments, serve as the Chairperson of the Environment of Care Committees (EOC), educate employees, and communicate effective safety strategies to others in the organization. The Executive Director is primarily responsible, and has oversight, for the evaluation of strategies, standards, and programs related to achieving regulatory/accreditation compliance with regards to Environment of Care, Life Safety, and Emergency Management throughout the JPS Health Network.

Typical Duties
- Accountable for the near-term and long-term Strategic Planning for the Department relative to JPS Health Network’s Strategic, Financial and Quality metrics.
- Develops, implements and manages budgets (both operational, capital, and Grant Funds) respective to Environment of Care, Life Safety, and the Hospital Preparedness program (HPP).
- Coordinates and assists with day to day operations of staff, serving as secondary resource to the Director of Emergency Management to coordinate, facilitate and enhance the disaster response and safety methodology.
- Represents the JPS health Network in local, state, regional and national programs and meetings related to hazard vulnerability analysis, preparedness funding, program development, and mitigation, response, and recovery actions, including development of exercises with community partners.
- Oversees compliance and training within The Joint Commission standards related to Environment of Care (EOC), Emergency Management (EM), and Life Safety (LS) standards.
- Oversees and monitors ongoing performance improvement for Safety Management, Security Management, Hazardous Materials / Waste Management, Fire Safety Management, Medical Equipment Management, Emergency Management, Utility Management, and Life Safety.
- Provides direction and leadership to staff and Network leaders to ensure compliance with the rules and regulations as set forth by the Joint Commission (TJC), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), College of American Pathologists (CAP), Environmental Protection Agency (EPA), state and local requirements through developed policies and procedures for appropriate safety management practices. Maintains current certifications, testing and inspections for facilities.
- Ensures that a library of information is maintained regarding inspection, testing and maintenance of the equipment and systems of the JPS Health Network.
- Provides strategic direction and leadership on Safety/Hazardous Materials and Waste/Fire and Life Safety/ Emergency Management Compliance for the JPS Health Network.
- Plans and sets goals through the development of a Safety Management Plan and helping organization succeed in having a preeminent Safety culture.
- Develops, plans, conducts, and manages ongoing comprehensive risk assessments which consist of analyzing patient and employee incident reports, code deficiencies, strategies, code compliance, and hazardous vulnerability analysis; determines the needs of patients, visitors, staff, and physicians to provide a safe healthcare environment.
Required Education and Experience:
- Bachelor’s degree in Safety and Health, Emergency Management, Healthcare Administration, Business Administration or related field from an accredited university
- 5 plus years of experience working in an Environment of Care/Life Safety leadership role with extensive subject knowledge of Environment of Care/Life Safety.
- 2 plus years of experience directly working in a role that supports Emergency Management for a healthcare system
- 3 plus years of experience in the design, development, and general operational oversight of environmental, health, and safety disciplines.
- Certified Healthcare Safety Professional (CHSP)
- Certified Safety Professional (CSP)
- Lean Six Sigma Yellow Belt (LSSYB)
- Federal Emergency Management Agency (FEMA) ICS 100, 200, 300, 400, 700, and 800 certifications.
- Master’s degree in Safety and Health, Healthcare Administration, Business Administration or related field from an accredited university
