Location : REMOTE - Downey, CA

Salary : $125,000

Job Description

The PM usually works under the direction of a Senior PM or user agency personnel and manages or oversees all aspects of one or more IT projects while interacting with mid-level officials of similar capacity at the user agency and private sector. The PM determines appropriate products or services with clients or customers to define project scope, requirements and deliverables; develops, modifies or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities; manages, leads or administers project resources; monitors project activities and resources to mitigate risk; implements or maintains quality assurance processes; makes improvements, solves problems or takes corrective action when problems arise; gives presentations or briefings on all aspects of the project; participates in phase, milestone and final project reviews; identifies project documentation requirements or procedures; and develops and implements project schedules and release plans. The PM; designs or conducts analytical studies, feasibility studies, cost-benefit analyses or other research; evaluates, monitors or ensures compliance with laws, regulations, policies, standards or procedures; identifies standards or requirements change management; participates in change control (for example, reviewing change requests); implements information systems security plans and procedures; and ensures appropriate product-related training and documentation are developed and made available to customers.

Skills Preferred

  • Proficient in project management tools (e.g., MS Project, JIRA, Azure DevOps) and methodologies (e.g., Agile, Waterfall).
  • Develop and maintain project schedules, track key milestones, and ensure projects stay within scope, timeline, and budget.
  • Ability to identify, assess, and mitigate potential risks throughout the project lifecycle.
  • Proficient in managing and communicating with key stakeholders, including executives, clients, and team members.
  • Ability to create and present regular status reports, including updates on timelines, deliverables, and risks, to senior management and other key stakeholders.
  • Ability to manage cross-functional teams, ensuring collaboration among technical and non-technical members.
  • Expertise in managing and resolving conflicts between team members or stakeholders.
  • Ability to communicate complex cybersecurity issues and project statuses to technical and non-technical stakeholders.
  • Strong documentation skills for policies, procedures, and project deliverables.
  • Solid understanding of cybersecurity principles, including risk management, network security, incident response, and data protection.
  • Familiarity with security technologies such as endpoint security, email security, firewalls, SIEM, IDS / IPS, encryption, and multi-factor authentication.
  • Knowledge of cloud computing, DevSecOps, and securing cloud-based applications.
  • Innovative thinking for addressing complex cybersecurity challenges.
  • Data-driven decision-making skills for selecting the best approaches and solutions.
  • Proficiency in tracking and reporting project performance using KPIs and other relevant metrics.
  • Ability to investigate and analyze project issues to determine their causes and address them.
  • Serve as the main point of contact between cybersecurity teams, business units, external vendors, and other key stakeholders.
  • Facilitate regular project meetings with stakeholders and team members to ensure smooth communication, reporting, and decision-making.
  • Maintain comprehensive project documentation, including project plans, timelines, resource allocation, and risk assessments.

Experience Required

This classification requires a minimum of five (5) years of broad, extensive and increasingly responsible PM project experience applying project management (PM) principles, methods, techniques, and tools. At least three (3) years of that experience must have been in a lead capacity.

Experience Preferred

  • 5 years of managing end-to-end delivery of cybersecurity projects, ensuring alignment with business goals and security objectives.
  • 5 years of leading the planning, execution, and monitoring of cybersecurity initiatives such as security infrastructure upgrades, vulnerability assessments, compliance efforts, and incident response improvements.
  • 5 years of defining project scope, objectives, and deliverables, ensuring alignment with organizational needs and priorities.
  • 5 years of experience implementing endpoint security solutions (e.g., CrowdStrike Falcon, Trellix, Microsoft Defender for Endpoint, Zscaler Cloud).
  • 5 years of experience implementing email security solutions (e.g., Proofpoint Email Security, Microsoft Defender, IronPort).
  • 5 years of experience implementing cloud security solutions (e.g., AWS, Azure, Google Cloud).
  • 5 years of developing and maintaining project schedules, tracking key milestones, and ensuring projects stay within scope, timeline, and budget.
  • 5 years of conducting risk assessments and identifying security risks and vulnerabilities across various systems and applications.
  • 5 years of creating and implementing risk mitigation strategies to minimize cybersecurity threats through effective project delivery.
  • 5 years of serving as the main point of contact between cybersecurity teams, business units, external vendors, and other key stakeholders.
  • 5 years of coordinating with senior leadership to communicate project progress, challenges, and risks.
  • 5 years of facilitating regular project meetings with stakeholders and team members to ensure smooth communication, reporting, and decision-making.
  • 5 years of maintaining comprehensive documentation for all projects, including project plans, timelines, resource allocation, and risk assessments.
  • 5 years of creating and presenting regular status reports, including updates on timelines, deliverables, and risks to senior management and other key stakeholders.
  • Education Required

    This classification requires the possession of

    a) a bachelor’s degree, and

    b) a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI), which will be verified during the RFO process.

    Additional qualifying experience may be substituted for the required education on a year-for-year basis. The PMP certification is required and may not be substituted with additional experience.
