Responsibilities:
This position shall provide business, financial, and contractual oversight for respective assigned projects. This position will also support the financial balance sheet practices for the IT Project Portfolio and coordinate with the IT Finance Division on costs and reconciliations. Responsibilities include project financial governance/management and shall focus on project financial analysis, contractual and business process evaluations, risk management, financial audit reporting, and serving as representative of all financial information between primary Stakeholders. The position shall ensure the appropriate application of the Project Management Institute's (PMI) Project Management Body of Knowledge (PMBOK) and the State's Agile Systems Development Lifecycle (SDLC) in overseeing the project efforts.
Project control and business management activities as stated above, and including, but not limited to:
- Perform financial and contractual process compliance and reporting, including risks/concerns, documents on processes, and financial status.
- Analyze budget/spending/projections; validate funding, budget, and costs per application, module, cost accounts, and its sub-level components; ensure costs are being managed against overall program and individual budgets, including resource utilization.
- Prepare summary cost oversight reports on spend & projections for Executives, Oversight Advisors, and respective stakeholders; report on subject information.
- Audit cost controls, financial reporting, and budget management practices and processes;
- Prepare respective reports and presentations.
- Evaluate and track against annual planning document (APD) submissions; State and Federal appropriations; evaluate fiscal year differences.
- Interact directly with the respective Oversight Advisors on all financial and contractual matters related to the IT Project Portfolio.
- Provide support and guidance to the Oversight team with respect to IT Project Portfolio oversight, Agile supporting transformation activities, and the planning of respective systems and solutions within the State.
- Recognize and report accomplishments in summary reports and forecast/estimate reports.
- Facilitate a collaborative environment for sharing lessons learned and document as such.
- Establish repeatable financial management processes consistent with industry standards, best practices, and SDLC principles.
- Perform and consistently improve project oversight as required by State statute.
- Develop and provide useful tools, templates, and information that will contribute to project success.
Required Skills:
- High School diploma or equivalent. Bachelor's degree is preferred.
- Minimum of 3 years' experience working with monitoring systems. Familiar with manpower and resource planning, preparing financial reports and presentations, and cost reporting contract guidelines.
- Preparation and analysis of financial statements, development of project schedules, using cost accounting and labor-reporting systems, working knowledge of contract and subcontract management. Proficient in the use of spreadsheets and project management tools.
