Position Summary:

The Milieu Manager (MM) is a staff member who is primarily responsible

for maintaining a safe and healthy environment while ensuring all policies and procedures are being followed. This includes maintaining all safety issues, appropriate use of TCI Restraints and use of Time-Out room, while maintaining a therapeutic environment following all JTC Academy Policies and Procedures. This job entails working closely and communicating with counselors, teachers, and the JTC Leadership Team to ensure that JTC Academy is an environment conducive to treatment and education. Under the direct supervision of the JTC Leadership Team, the Milieu Manager is responsible for the direct supervision of all policy compliance of all staff members that are in contact with students in the milieu, milieu crisis management, safety, maintaining staffing ratios and monitoring the milieu all day.

Performance Area I: Safety, Staff Training and Security Management (E=Excellent, S=Satisfactory, N=Needs Improvement, and U=Unsatisfactory)

  • Trains all staff members 2 x per year over the 60 seconds JTC Academy policy
  • Observe and maintains the search line during morning and afternoon searches to ensure officers are following JTC Academy’s policies and procedures for searches
  • Observe security during restraints and while placing students in isolation room to ensure officers are following JTC Academy policies and procedures, CPI, and local and state laws.
  • Reports immediately all improper restraints to the JTC Leadership Team immediately
  • Requests footage of restraints to review using the “Request to Review Footage” that gets turned in to the JTC Leadership Team and the CPI Director
  • Re-certifies and re-trains staff members involved in a restraint resulting in student injury. NOTE: Staff member may not return to work until staff member is retrained
  • Sets up and meets with staff members involved in an improper restraint-first offense, not resulting in injury
  • Sets up TCI complete re-training for improper restraint-second offense, unpaid and disciplinary action started
  • Sets up meeting with JTC Leadership Team for staff suspension on 3rd offense of improper restraint
  • Sets up termination of a staff member for improper restraint-4th offense
  • Holds at minimum one officers’ meeting per month, has a pre-approved agenda, and requires staff to sign in and that signature page gets turned into Executive Director
  • Sets up Tatia from Tedrick Insurance Company to conduct and/or attend safety meetings
  • Chairs JTC Academy’s Safety Committee
  • Any staff injuries need to be reported to Executive Director immediately
  • Compiles a plan for improvement in overall safety at JTC Academy
  • Manages and performs all “Disaster Drill and Disaster Preparedness” for both campuses
  • Sets up on the director’s calendar all drills that are included in the “Disaster Drill and Preparedness” component of Staff Handbook
  • Shows “Active Shooter in Building” PowerPoint with training and assess staff over the training

Performance Area II: General Supervision (E=Excellent, S=Satisfactory, N=Needs Improvement, and S=Satisfactory, and U=Unsatisfactory)

  • Manages the entire search line including all search line staff and morning duty staff members
  • Manages hallways, lunch and breakfast scheduling of classes
  • Ensures that lunch activity time and meal time are swift, organized and structured
  • Monitors and facilitates daily programming, including adhering to the daily schedule and assisting where needed
  • Ensures orientation of students to the program schedule and student safety at all times
  • Provides and facilitates new students a peer buddy
  • Verifies policies and procedures are being followed by all staff and completes a “Report of Violation of Policy by Staff Member” for staff members not following policies and procedures. Send a report to employee and a copy to JTC Leadership Team.
  • Functions as a role model and as a resource to transportation and security staff members
  • Demonstrates cultural competency in all areas of services to students
  • Complies with all JTC Academy’s policies and procedures and local, state and federal employment laws
  • Represents self and JTC Academy in an ethical and professional manner at all times and in all levels of internal and external communication
  • Communicates effectively with other managers, staff, and JTC Leadership Team as needed
  • Completes daily, weekly and monthly tasks as assigned by JTC Leadership Team
  • Creates milieu logs held in a notebook for areas including am and pm search, transportation, hall monitoring, bathroom issues, employee issues, student issues, etc
  • Ensures a therapeutic environment in the milieu at all times

Performance Area III: Duties as Assigned (E=Excellent, S=Satisfactory, N=Needs Improvement and U=Unsatisfactory)

  • Completes any other duties at the request of the JTC Leadership Team, for the betterment of the Academy, that may not be listed in this job description.

Working Conditions:

  • Physical Effort: Mental/visual stress related to viewing of computer screens and printed material for prolonged periods. Lifting is limited to a box of forms weighing 7-8 pounds. Prolonged periods of sitting. May experience stress related to productivity requirements.
  • Work Environment: Normal office environment with limited health or accident hazards exposure. Note: We are a therapeutic residential treatment facility and at times, it can be noisy and stressful. This position has no interactions with youth.
  • Equipment Used: Computer, telephone, printer, calculator, fax machine, and copy reproduction equipment.

Physical Elements Required:

  • Lifting and carrying 5-7 pounds without physical limitation would impair the ability to fulfill the functions of the position. Must have sufficient mobility, physical stamina to travel all over facility and to participate in a therapeutic crisis intervention full, prone restraint.
  • Frequent bending, stooping kneeling, and reaching, stretching;
  • Standing for long periods of time;
  • Work requires the ability to work both indoors and outdoors

Job Type: Full-time

Pay: $60,000.00 - $70,000.00 per year
