Description
The purpose of this position includes providing uniform enforcement of zoning, and private septic system regulations. This includes the issuance and inspection of applicable administrative permits, conditional use permits, and variances; monitoring compliance and investigating alleged violations of the Zoning and Sanitation Ordinances; and to provide responsive, courteous and efficient service to professionals, contractors and the general public.
Examples of Duties
- Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to County residents and businesses.
- Directs the work of and manages the staff of the department. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Audits work on a regular basis to ensure adherence to pertinent regulations. Directs staff on complex work and interpreting the application of policy and procedure.
- Administers and enforces the County's Zoning, Shoreland, Wetland, Floodplain, and Sanitation (Utilities) Ordinances, and other independent-related ordinances within municipalities or towns that have adopted the County Ordinances or that are required by State Mandate.
- Enters permit information into permit tracking computer software. Reviews permit applications for completion and accuracy.
- Educates customers and all stakeholders of code and ordinance requirements.
- Provides technical assistance, explains, and interprets codes, ordinances, and regulations for design professionals, contractors, owners, and the general public.
- Reviews designs and applications and issues permits.
- Updates and maintains electronic and paper databases, files, forms, and records.
- Conducts enforcement actions; receives reports or complaints of potential violations; inspects alleged violation sites; documents conditions observed; determines if conditions are in compliance with applicable ordinances; issues violation notices as warranted; issues order for correction of violations; verifies accomplishment of ordered corrections; initiatesappropriate enforcement action in cases of noncompliance.
- Investigates and prepares ordinance violation complaint reports.
- Performs onsite inspections for compliance with county ordinances and state regulations.
- Performs onsite soil evaluations and reviews soil test verifications for accuracy and compliance with county ordinances and state regulations.
- Assists with the administration of the Zoning, Sanitary and other zoning related grant programs, including the assessment for eligibility, application preparation, submittal to the State/Federal Department, and the forwarding of received grant money to the appropriate entities.
- Interprets ordinances for the general public, contractors, real estate agents, attorneys, lenders, appraiser, plumbers, surveyors, engineers, and land developers in written form, orally and through on-site visits.
- Analyzes, reviews, and inspects conditional use permit and variance applications for compliance with established conditions.
- Examines all plats submitted for County approval to ensure compliance with County and state codes.
- Represents the Department at public meetings and Court proceedings.
- Prepares or drafts legal documentation to aid in legal counsel during Court proceedings.
- Testifies to accuracy, validity of collected information and code interpretation during legal proceedings.
- Researches, organizes, and prepares reports and programs based on new case law and newly enacted Federal and State laws.
- Recommends new or modified ordinance language to reflect changes in administrative codes.
- Drafts Ordinance /Codes to directly reflect Federal and State laws.
- Gives presentations regarding ordinance requirements, procedures and information.
- Prepares appropriate documents and staff reports for applicable Board and municipal and town land use meetings.
- Serves on various local and State committees to develop appropriate plans, conduct policy analyses, and identify useable ordinance language for the implementation of goals for the Land Use Ordinances, including the general sanitation regulations for septic systems and wells.

Typical Qualifications
- Bachelor’s degree from an accredited college or university in Soil Science, Natural Resources Management, Land Use Planning, Geography or closely related field and four (4) years of land use/zoning or sanitary ordinance enforcement related experience with one (1) year of responsible supervisory experience.
- Private Onsite Wastewater Treatment System (POWTS) inspector’s license
- Certified Soil Tester Certificate

- Ability to read topographic, wetland, floodplain, soils and zoning maps.
- Knowledge of land use and zoning ordinances. Knowledge of Geography, Cartography, and Geographic Information Systems: theories, principals, and standard best practices.
- Knowledge of GIS/Database management, Asset management, and reporting software.
- Knowledge of the developments and trends in the field.
