What are the responsibilities and job description for the VPAN Program Manager position at JVS SoCal?
As part of JVS SoCal’s Veterans Peer Access Network (VPAN) initiative, JVS SoCal is seeking a passionate, mission-aligned and committed VPAN Program Manager. The Program Manager plans, develops, implements, and manages a regional team of Peer Specialists operating within the 5th Supervisorial District of Los Angeles County. The Program Manager assures program performance is consistent with contract requirements by effective supervision of JVS SoCal VPAN staff, managing program processes, analyzing data, and staying current with Veteran service trends. The Program Manager is responsible for connecting Veterans, National Guard, Military Reservists, and their Families to services, increasing their access to resources and benefits. The Program Manager Supports the Peer Coordinator/Squad Leader in day-to-day program operations, works with JVS SoCal’s Quality Assurance team to deliver reports to the funder and program leadership; maintains regular contact with DMH and SCG program partners; communicates any staffing or program infrastructure changes to DMH and SCG VPAN Program Manager; maintains compliance with agency and funder protocols and procedures, and maintains confidentiality per Health Insurance Portability and Accountability Act (HIPAA) standards.
The ideal Program Manager is knowledgeable about the range of services in the community, develops and maintains relationships with partners to deliver a comprehensive array of services to clients, embraces public speaking and public presentations, serves as the Initiative's spokesperson, and will represent JVS SoCal’s VPAN program in the community and through all forms of media. The Program Manager ensures the appropriate collaboration and leveraging of services, working closely with the JVS Veteran Services and Grants Department to develop new grants and funding opportunities. The Program Manager may deliver group presentations and workshops in various areas, including general Veteran benefits, housing programs, educational programs, employment programs, and accessing VA Health Care benefits. Plans and evaluates the performance of assigned staff, establishing performance requirements and personal development targets. Regularly monitors performance and provides coaching to support performance improvement and development. Recommends compensation and provides other rewards as appropriate to recognize outstanding performance. Subject to management concurrence, the Program Manager will take progressive disciplinary action, up to and including termination, to address performance deficiencies.
Requirements:Must be available to work flexible hours, including evenings and some weekends.
Must have a passion for working and connecting in Veteran-related areas. Requires a high level of customer service and counseling expertise, with the ability to de-escalate interactions as needed and help those involved return to a calm state, allowing the situation to be discussed and resolved. As program leader and direct partner with the program funders, this position requires confidence in thinking on one's feet and the ability to multitask. The ideal candidate will have demonstrated leadership experience and the ability to communicate effectively with stakeholders in both written and oral forms, including electronic media, utilizing positive interpersonal skills.
Prior experience working with Veterans and high-risk populations is a desirable skill for facilitating groups, writing case notes, and working with diverse populations. Fluency in Microsoft Office software, databases, and other relevant software is required. Requires a minimum of 2 years’ experience in Veteran Services or career counseling.
Physical Requirements/Working Conditions
Office/ community spaces or classroom environments in a fast-paced setting. Must be able to lift 15 lbs. with a fair amount of sitting, answering telephones, and movement within the Career Center.
Requires traveling to employer and client work sites. May be required to work some evenings and/or weekends.
Education/Certification/Licensure
A Bachelor's degree in a social service-related field is required.
Background or experience in Case Management, Career Counseling, or Mental Health.
Prior Military Experience is highly desirable. Peer Support Certification or aligned experience is a plus.
