Position Purpose: The Director of Drug Medi-Cal Programs and RBH will oversee the development and operations of all Substance Abuse programs, providing direct clinical oversight for the Solution Outpatient Drug Medi-Cal Program, Mini House Residential Treatment Program, Recovery Bridge Housing, and SAMHSA grant.

This position provides both clinical and administrative supervision to behavioral health staff, as well as to staff delivering supportive services, to ensure they effectively meet the social and emotional needs of JWCH patients and fulfill requirements for all funding sources. The Director will collaborate with multidisciplinary teams within the agency to link JWCH patients to a full range of medical and support services, supporting comprehensive holistic health and well-being. Additionally, this role manages the daily operations of substance misuse services.

Principal Responsibilities:

  1. Develops and oversees operations of outpatient and residential services and other special programs as assigned by the Chief Executive Officer or designee, including creating and managing budgets for Drug Medi-Cal programs, RBH, and SAMHSA grants.
  2. Serves as a member of the JWCH Management team.
  3. Hires, supervises, and trains LCSWs, MSWs, Substance Abuse Counselors, and other positions while overseeing outpatient and residential substance misuse services, including clinical, outreach, administrative, fiscal, and compliance functions.
  4. Assesses patient population needs, then develops and implements programs that include clinical, financial, administrative, and compliance components.
  5. Ensures contract compliance with Substance Use Prevention and Control (SAPC) Drug Medi-Cal, Recovery Bridge Housing (RBH), and other requirements, including the SAMHSA PPW program and other federal, state, and local grants.
  6. Ensures patient files and cases are managed in accordance with contract and Drug Medi-Cal requirements.
  7. Facilitates monthly case conferences to ensure patient files and cases are managed in accordance with contract, program, and Drug Medi-Cal requirements.
  8. Represents JWCH and behavioral health services at required meetings.
  9. Coordinates and plans programs and activities to meet the social and emotional needs of JWCH patients.
  10. Provides therapeutic treatment to patients as needed, including intake, comprehensive assessment of clients' resources and needs, ongoing therapy/counseling, and development/review of individualized treatment plans.
  11. Encourages client involvement in program planning, implementation, and evaluation.
  12. Works with a multidisciplinary team to ensure JWCH patients are linked to a full range of medical and support services, promoting comprehensive holistic health and well-being.
  13. Is available for after-hours on-call support to address the needs of patients in crisis and collaborates with providers, LCSWs, MSWs, and Substance Use counselors to best support patients in the residential program.
  14. Completes data collection forms and prepares reports as required by the program.
  15. Utilizes data and outcome evaluations for program development and quality improvement activities.
  16. Collaborates closely with the Program Manager/Assistant Director on all aspects of the Outpatient, Residential, and RBH programs.
  17. Regularly engages with the Quality Assurance and Evaluation Officer and Program Manager/Assistant Director to uphold chart compliance standards and monitor staff productivity, ensuring the delivery of required service hours to patients.
  18. Ensures patients receive clinical and therapeutic services as required by SAPC Bulletin No. 18-13 for Residential Treatment Programs, including services on weekends and holidays for residential.
  19. Manages staff scheduling, training, performance evaluations, and disciplinary procedures to maintain high-quality service delivery.
  20. Reviews and revises Continuous Quality Improvement (CQI) plans annually, implementing CQI monitoring and meetings as per CQI plans.
  21. Performs other duties as assigned.

Requirements:

  1. Master’s degree in social work, social welfare, psychology, marriage, family and child counseling, and/or marriage and family therapy from an accredited college or university.
  2. OPTION I: Possess a current, valid Licensed Marriage and Family Therapist (LMFT) license in the state of California 
  3. Or OPTION II: Possess a current, valid Licensed Clinical Social Worker (LCSW) in the state of California 
  4. Minimum of five years of supervisory experience in a behavioral health or substance misuse setting.
  5. In-depth knowledge of evidence-based therapeutic interventions, co-occurring disorders, and trauma-informed care practices.
  6. Demonstrated experience working with low-income and/or homeless populations.
  7. Bilingual (English/Spanish) capabilities are preferred, but not required.
  8. Experience in crisis intervention and the ability to provide on-call support as needed.
  9. Demonstrated leadership skills with a focus on staff development, training, and performance management.
