Position Purpose:

The Program Director is responsible for the overall planning, coordination, and leadership of all operational, clinical, and financial functions of the Los Angeles General Recuperative Care Center (LAG/RCC). This position requires overseeing the integration of medical services, behavioral health interventions, support services, and intensive case management services (ICMS) to deliver holistic, patient-centered care.

The Program Director will provide administrative oversight for support staff and collaborate closely with the interdisciplinary care team, including primary care providers, nursing staff, LCSWs, case managers, peer advocates, security, food service workers, and CNAs. As the driving force behind the program's success, the Program Director ensures smooth coordination and alignment across all aspects of care, fostering a collaborative environment to optimize outcomes for individuals in need.

About the Los Angeles General Recuperative Care Program:

The LAG RCC Program comprises a collaborative team of clinicians, community health workers, and other professionals working cohesively to deliver housing and essential services to individuals experiencing homelessness (IEH) and those who have previously faced homelessness. Through a unique partnership with the County of Los Angeles Department of Health Services' Housing for Health (H4H) division, we offer a secure indoor environment where IEH individuals can sleep, receive vital services and evaluations, and connect with interim or permanent housing resources. 

Principal Responsibilities:

  1. Provide comprehensive guidance and leadership across all departments at LAG-RCC Program.
  2. Ensure fulfillment of DHS and State contract obligations, encompassing budget implementation and continuous monitoring.
  3. Supervise on-site managers, conducting regular meetings to maintain efficient operations.
  4. Effectively communicate programmatic goals and objectives to multidisciplinary staff.
  5. Conduct staff trainings in essential areas such as crisis intervention and prevention, harm reduction, trauma-informed care, and de-escalation techniques.
  6. Develop and execute program goals, policies, procedures, and reporting tools, utilizing performance metrics and financial results for effectiveness.
  7. Foster a cohesive team and interdisciplinary approach that prioritizes high-quality, cost-effective care and case management services.
  8. Collaborate with the COO and RCC Program Director to enhance provider efficiency and address program-related challenges.
  9. Participate in regular coordination meetings with LAG RCC program and H4H staff.
  10. Elevate program visibility through community engagement and participation in relevant service and professional organizations.
  11. Actively engage in organizational and ad-hoc committees as required.
  12. Compile reports on operational matters, organizational opportunities, and programmatic objectives when necessary.
  13. Monitor patient/client satisfaction through channels like the formal complaint process and patient surveys, responding in accordance with internal policies, IPA Grievance procedures, and County-funded program grievance protocols.
  14. Ensure program delivery of required services and alignment with outcome measures set by the Department of Health Services.
  15. Collaborate with designated partners to recruit suitable staff, conduct staff evaluations, schedule annual health clearances, and perform annual clinical competency assessments.
  16. Review, correct, and approve timesheets for assigned managers and staff by the due date.
  17. Facilitate monthly staff meetings to educate, train, and enhance operational efficiencies.
  18. Address any corrective action plans that arise after internal/external audits.
  19. Fulfill other assigned duties as required.

Requirements:

  1. Master’s Degree in Social Work (MSW), Psychology, Counseling, or a related behavioral health field from an accredited institution.
  2. Current Licensed Clinical Social Worker (LCSW) or equivalent licensure in a behavioral health discipline (e.g., LMFT) preferred.
  3. Minimum of 3–5 years of leadership experience in a healthcare, behavioral health, or social services setting.
  4. Demonstrated experience or knowledge in medical, human, social, and/or behavioral health services, with a particular focus on homeless and/or low-income underserved individuals.
  5. Proven expertise in working collaboratively with interdisciplinary teams.
  6. Sound understanding of the effects of trauma on behavioral and medical conditions.
  7. Proficiency in working with diverse socio-economic, ethnic, and cultural backgrounds among clients, patients, and staff.
  8. Experience working in multi-disciplinary, preferably a team of Social Workers, Nursing professionals, and operations staff.
  9. Excellent and strong communication skills that cultivates an efficient and effective team and organizational culture.
  10. Have a strong understanding of the homelessness crisis and policy occurring in Los Angeles, CA.
  11. Strong time management and organizational skills.
  12. Possess a valid California Driver's License.
  13. Bilingual/Bi-cultural (Spanish/English) preferred.
