Position Summary:
Under the direct supervision of the Chief of Behavioral Health, the Substance Use Disorder (SUD) Program Manager supports medical, behavioral health, case management, and outreach staff in managing SUD cases. This role also provides programmatic leadership for the Substance Use Disorder Program, ensuring seamless coordination among departments and contributing to the program's overall success.
Principal Duties & Responsibilities:
- Coordinates with all JWCH sites and providers to implement and support Substance Use Disorder (SUD) treatment and the use of medications for addiction treatment (MAT).
- Oversees the activities of the substance abuse care team, including implementing and following up on treatment plans. Supervises, orients, and trains all SUD/MAT staff, including interviewing and hiring qualified candidates, providing counseling as needed, and conducting annual reviews.
- Accepts calls and referrals from community-based organizations, including specialty SUD programs, hospitals, jails, and other sources.
- Assists in writing, submitting, and managing all SUD grants to meet identified targets and ensures compliance with required reporting.
- Monitors the quality of care by conducting documentation reviews and chart audits for SUD patients.
- Ensures all SUD treatments comply with state and federal regulations.
- Establishes and maintains partnerships with community service agencies to support the needs of patients in the SUD program.
- Maintains statistics and provides monthly and quarterly reports to directors and/or grant sources as necessary.
- Understands and applies state and federal HIPAA and CFR 42 confidentiality regulations regarding clients’ records and correspondence.
- Works with local, state, and federal sources to advocate for removing barriers to Medication-Assisted Treatment (MAT) participation.
- Provides training and education on SUD, medication-assisted treatment, overdose prevention, and other related topics as needed.
- Arranges and facilitates substance abuse care team meetings and relevant staff training sessions.
- Attends all meetings related to SUD grants as required.
- Demonstrates courtesy, mutual respect, and compassion when interacting with others.
- Participates annually in JWCH’s customer service training program, AIDET (Acknowledge, Introduce, Duration, Explanation, and Thank You):
- Demonstrates an understanding of AIDET and applies it during patient encounters and team discussions.
- Utilizes the AIDET communication framework to reduce patient anxiety, increase compliance, and improve clinical outcomes.
- Performs other duties as assigned.
Requirements:
- Certification in Substance Abuse Counseling from an approved organization, such as CA-DHCS.
- Bachelor’s degree in a related field (preferred).
- Minimum of two years of post-certification experience in the SUD/MAT field, working with underserved populations, including trauma-involved and unhoused individuals.
- Minimum of two years of experience as a supervisor or manager overseeing SUD/MAT programs.
- Advanced knowledge of medication-assisted treatment and opioid use disorder.
- Knowledge of Harm Reduction, Seeking Safety, Relapse Prevention, and other evidence-based behavioral therapies.
- A valid California Driver’s License with a clean driving record and the ability to travel to different JWCH sites.
- Excellent oral and written communication skills.
- Ability to work both independently and collaboratively within a multidisciplinary team.
- Strong organizational and time-management skills.
- Commitment to cultural competence and sensitivity in working with diverse populations.
- Effective problem-solving skills and adaptability in a dynamic work environment.
- Capacity for empathy and compassion in providing services to individuals facing challenges.
- Ability to maintain confidentiality and adhere to ethical standards.
- Flexibility to work evenings, weekends, or irregular hours as required by the position.
- Bilingual proficiency in English and Spanish is strongly preferred.
