Seeking experienced State Technology Consultant – State Tech SME Overview
KL Scott and Associates is seeking a Bilingual State Technology Consultant that can lend insight into State data and IT systems. This position will function in an advisory capacity related to client solution development and delivery. The ideal candidate MUST be bilingual in both English and Spanish and will reside in the Eastern Time zone.
Responsibilities:
- Conduct needs assessments, develops strategic plans, and provide consultations to states and territories on a variety of information technology process improvement issues.
- Support the oversight and execution of defined strategies with States, including Puerto Rico, across the country
- Collaborate with Child care SMEs, Strategy SMEs, and other Technology SMEs who are supporting other States, Territories, and Tribes
- Work with managers and clients to gather business requirements, identify deliverables, and support IT strategies
- Act as a subject matter expert to provide the vision and strategy for application modernization from a State technology lens
- Provide strategic direction for client deliverables
- Analyze a situation and formulate effective solutions
- Ability to make technical decisions regarding solutions and how they impact business outcomes
- Translating system requirements
- Risk identification and management
- Integrate with the Child Care Technical Assistance Network (CCTAN) to collaborate and coordinate technical assistance delivery, best practices, and lessons learned
- Update stakeholders about any issues connected to architecture
- Integrate with vendors/partners to collaborate and coordinate technical assistance delivery, best practices and lessons learned.
Qualifications:
- Master's degree in related field preferred.
- Bilingual (English and Spanish)
- Extensive State technology experience (preferably child, youth, or family serving programs)
- Excellent analytical skills and ability to see the connection between layers of business applications
- Superior communication skills
- Experience in a Consulting capacity
- Public sector consulting experience a plus
- Experience facilitating workgroups and communities of practice.
- Excellent writing and presentation skills.
- Strong organizational and time management skills.
- Ability to work independently and as part of a team
