Kaiva Tech, LLC is seeking an Emergency Management Watch Officer in the National Capital Region.
Clearance: Active Secret Clearance required.
Workplace Type: Fulltime onsite presence required with the potential ability to telework on certain days dependent on mission requirements and schedule. All telework must have written approval in advance.
Shift Timings: This position requires working varying shift schedules including 6AM - 2PM (Opening), 7AM - 3PM (Morning), 9AM - 5PM (Mid-Day), 10AM - 6PM (Closing) EST. Watch Officers must be prepared to facilitate 24/7 coverage of the Emergency Management Center as necessary for contingency operations.
Essential Duties and Responsibilities:
As an Emergency Management Watch Officer you will be responsible for, but not limited to, the following:
- Maintain situational awareness of current and emerging domestic threats.
- Maintain a common operating picture of the Department's domestic footprint utilizing Department GIS tools.
- Monitor and report on events and incidents that potentially negatively impact domestic department interests, facilities, and personnel.
- Support assists in developing and implementing a multi-year strategy and program management plan for the Emergency Management Center.
- Leverage Department emergency messaging capabilities to provide rapid notification to customers and stakeholders.
- Support EMC exercises, analyze exercise results and ensure their input to After Action Reports (AAR).
- Provide surge support to program officials managing crises, including support to the Incident Management Team (IMT).
- Collect and disseminate information from other government agency Situation Reports (SITREPS) and Spot Reports (SPOTREPS) during emergencies to senior leadership to inform them of threats or issues related to the Department's mission.
- Determines shortfalls and variations between available resources and emergency response requirements.
- Design strategies to ensure rapid and appropriate notification and alert procedures in domestic emergency management.
Required Experience and Skills:
- Demonstrated ability to write and present information in a compelling and meaningful manner for different audiences using a variety of communication platforms.
- Experience working on behavior change communication campaigns.
- Prior emergency management experience preferred.
- Ability to work both independently and as part of a team.
- Proven ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.
- Proficiency in qualitative and quantitative research methods.
- Ability to create and edit documents, reports, and products that conform to the standardized styles and guidelines.
- Expert writing skills and ability to write under pressure with short deadlines.
- Proficiency in MS Office Suite products.
- Expert knowledge of a wide range of qualitative and quantitative methods and procedures to analyze and evaluate strategic emergency management program systems and functions, identify, and prioritize projects to meet new and changing program needs, and project future operational and resource plans.
- Comprehensive knowledge of emergency management operations center functions
- Solid analytical ability and foresight needed in the identification and effective resolution of emergency management operations center program issues.
- Knowledgeable and experienced in emergency management watch officer responsibilities.
- Knowledge of GIS applications
- Technical ability to operate classified and unclassified systems (SVTC, VTC, Creston audio-video display router, secure telephones, etc.)
- National Incident Management System qualified (ICS-100, ICS-200, ICS-700, ICS-800)
- Strong organizational, communication, interpersonal, and computer skills.
Education:
- Bachelor's degree or extensive Watch Officer experience.

- None.
