GENERAL SUMMARY
The purpose of this job is to lead and supervise County-wide purchasing operations, including all major supplies and services procurement functions. This position oversees and continuously improves current purchasing practices, policies, and procedures to enhance efficiency, transparency, and compliance. Leads the County's purchasing functions by developing strategic procurement initiatives and ensuring alignment with both internal goals and applicable State and Federal laws and regulations. Maintains fixed asset records, manages online requests, bids, and contract extensions, and ensures timely preparation and processing of procurement requests. Investigate and resolve requisitions for goods and services outside standard purchasing policies. Provides leadership and guidance to staff engaged in delivering high-quality purchasing services, promoting a culture of accountability, innovation, and continuous improvement.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
- Prepares and processes requests for proposals/bids and contract extensions.
- Prepares and maintains requisitions for goods and services; creates purchase orders from the requisitions; reviews open purchase orders quarterly.
- Administers County's Purchasing card and fuel card programs; maintains program policies, procedures, and training; oversees processing payments for purchasing card balances.
- Maintains and enforces County wide purchasing policies.
- Performs related work as required.
MINIMUM QUALIFICATIONS
Required Education and Experience
- Bachelor's degree from an accredited college or university in Business or Public Administration or a related field
- 5 to 7 years of related work experience in accounting and purchasing
- Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.
