POSITION SUMMARY:
The State Clinical Development Director will work to maximize Company profits by directing the activities of the assigned locations/teams, providing high-quality customer service, and achieving targets and budgets while delivering superior service through a trained and motivated staff. Customarily and regularly exercise independent judgment and discretion in the execution of job responsibilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Ultimately responsible for achieving the annual budget by leading, developing, and motivating all operations employees and teams.
  • Primary decision maker in conjunction with the Executive Director on day-to-day affiliate activities and business growth plans.
  • Manage the Program Managers and Clinical Managers and their offices/teams to achieve income and expense targets.
  • Work with assigned office/team Administrators to determine quality clinical services, and reach goals, billable hours, and sales targets.
  • Ensure the review of these targets with staff weekly and measure progress against those goals.
  • Provide leadership to others through example and sharing of knowledge/skill.
  • Encourage and facilitate cooperation, pride, trust, and department identity.
  • Foster commitment and team spirit.
  • Ensure Waiver Standards, Compliance Standards per state requirements.
  • Through the Program Managers and Clinical Managers achieve the following Performance Benchmarks
  • Achieve Budgeted P&L for each team and office.
  • Primary Metrics Expectations and Supportive Metrics Expectations for Centers.
  • Core Process Execution for Quality Management Plan and other core Policies pertaining to State regulatory standards.
  • Manage the Program Managers and Clinical Managers to accomplish team objectives and obtain staff results by communicating job expectations.
  • Maintain employee relations by anticipating, documenting, and resolving issues and problems. 
  • Supervise assigned staff by providing leadership to maximize efficiency by administering company personnel policies and procedures:
  • Direct personnel activities of staff (hire, train, appraise, motivate, discipline, address complaints and resolve problems, leaves, work schedules, and assignments, recommend termination as necessary, etc.)
  • Educate and train assigned staff in Company processes.
  • Evaluate the effectiveness of staff; recommend and implement necessary changes.
  • Document disciplinary and performance-related counseling/coaching.
  • Ensure that each office has viable plans in place to achieve its targets including Office Business
  • Plans; Recruiting Plans, individual Employee Development Plans, and Office Management Plans.
  • Oversee the direction of staff to assure effective utilization of personnel. 
  • Assist in the monitoring of the knowledge and skill levels of office/team personnel to identify development and training needs.
  • Monitor and assess the delivery of quality customer service at the offices/teams through personal leadership and adherence to the company's quality standards. 
  • Monitor implementation of Customer Service Plans and Office Business Plans with targeted accounts. 
  • Establish methods of exploiting market channels. 
  • Represent the company to major customers and targeted accounts.
  • Through the Program Managers and Clinical Managers, assign accountabilities, set objectives and establish priorities, integrate corporate efforts, monitor and evaluate results and provide resources within each office/team.
  • Evaluate and generate reports, analyze key indicator information, and report on trends to executive management on a weekly, monthly, and quarterly basis.
  • Present summaries of weekly and monthly critical information and production reports.
  • Evaluate and benchmark week-to-week trend analysis report as presented by the affiliate administrator.
  • Provide input to the development of sales and advertising strategies for offices/teams.
  • May be assigned to open new offices. Review development possibilities for new offices in assigned territory and consult with new market development market planning on proposed sites.
  • Actively participate in regional activities to build positive awareness and image of company services. 
  • Assist the Program Managers and Clinical Managers with support of significant community events in their marketing area.
  • Assist in recruiting personnel at the operations or affiliate administrator level.
  • Implement the feedback received by quality assurance and other key personnel regarding all state offices and personnel issues as well as the ability to integrate into performance goals.
  • Review internal auditing results and take appropriate action to rectify violations by office/staff.
  • Assist Program Managers and Clinical Managers in the preparation of financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; and initiating corrective actions.

  • Align behavior with the needs, priorities, and goals of the organization.
  • Plan, organize, control, and effectively supervise the work of subordinates through motivation, direction, review, and feedback of assigned tasks.

JOB QUALIFICATIONS:
  • To perform this job successfully, an individual must be able to perform each essential duty satisfactorily and be able to react to change productively and handle other essential tasks as assigned.
  • Display high standards of ethical conduct and respect for confidentiality principles. Exhibit honesty and integrity.
  • Education: Master's degree (doctorate preferred in Human service - Psychology, Social Work, Education).
  • Experience: 5-7 years relevant experience with minimum 3-5 years multi-location supervisory experience.
  • Skills & Abilities: Strong leadership ability. Excellent time management, communication, presentation, and organization skills. Professional appearance and presentation are required.
  • Must possess the innate ability to sell and negotiate.
  • Ability to listen and communicate well with employees and customers.
  • Ability to manage multiple tasks, deadlines and prioritize.
  • Computer Skills: Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.

WORKING CONDITIONS:
  • General office environment.
  • Ability to travel frequently to affiliate office locations in assigned areas and to corporate headquarters (up to 50% overnight travel by land and/or air per month).
  • Hours of work: 8:00 to 6:00; must fulfill the duties of the position regardless of number of hours worked.
  • Must have the ability to read and respond to emails and accept calls outside of work hours.
