Summary of Functions
The Civil Engineer serves as the head of all infrastructure project planning, design, and implementation for infrastructure projects within the Public Works Department and Kalispel Development Company. Working collaboratively with Tribal and Agency officials, the Civil Engineer is responsible for planning, design, supervising construction, and maintaining public works infrastructure projects for roads, bridges, buildings, power, water systems, and sewage treatment plants, ensuring they meet safety and environmental standards while adhering to regulations and budgets throughout their life cycles.
Essential Duties and Responsibilities
The Civil Engineer oversees and ensures the daily implementation of engineering design and construction management responsibilities, including :
- Completes, supports or reviews engineering design and construction documents confirming referenced specifications and standards for all Public Works and Infrastructure related projects to meet all applicable Tribal, Local, State, and Federal requirements.
- Supervises large scale construction projects to ensure project quality and compliance with all Tribal, Local, State, and Federal requirements
- Oversees the work of multiple contractors and subs, ensuring that all work completed meets industry standards and regulations
- Completes, supports or reviews predesign work and cost estimates as required to seek State and Federal grant funding
- Ensures each project is feasible by analyzing local and environmental impacts and making sure that projects can be completed on time within the budget restrictions.
- Analyzing survey reports, long-range plans, maps and other data to design new projects
- Considering budget, regulations and environmental hazards during risk-analysis stage
- Completes, supports or reviews cost estimates and evaluates if costs are within the budget and reports deficiencies.
- Forecasting design and construction timelines
- Completing and submitting applicable permit applications to the appropriate agencies and ensuring projects are compliant throughout the design and construction stages
- Oversees geotechnical evaluations and reviews geotechnical report recommendations to establish soil strength, construction limitations, and project feasibility.
- Using design software to create project drawings and renderings
- Managing repair and maintenance of infrastructure projects
- Assists in the development of all planning documents, project prioritization listings, and other required documents for waste / water, transportation, solid waste, fiber, power, and storm water etc….
- Performs various internal audits within all transportation programs to ensure compliance with internal policies and procedures, as well as State and Federal rules and regulations as determined by active funding agreements.
- Submits state and federal reports for multiple funding streams on a quarterly and yearly basis or as required.
- Provides leadership and works cooperatively with staff in continuous effort to improve operations and streamline work processes, to ensure program efficiency and delivery of services to the public.
