Summary of functions:
The Infrastructure Grant Compliance Coordinator is responsible for overseeing and ensuring compliance with all regulations, requirements, and guidelines in relation to infrastructure grants. This role involves monitoring grant-funded infrastructure projects, maintaining accurate records, conducting audits, and collaborating with project teams to ensure timely and accurate reporting. The coordinator ensures that infrastructure projects adhere to Tribal, Local, State and Federal regulations, as well as the specific terms and conditions within the individual grant agreements.
Essential Responsibilities:
Oversees the daily management activities related to maintaining grant compliance for all infrastructure related projects including:
- Grant Compliance Management - Understanding of grant obligations, deliverables, timelines, funding restrictions, financial reporting, progress reporting, and specific performance outcomes.
- Tracking & Reporting - Budget monitoring, financial reporting, internal auditing, reviewing expenditures / balance sheets, final reporting / grant closeout.
- Prepares budget modifications when needed and in a timely manner. Maintains accounting of grant related expenditures and acts as a liaison between the Grant Manager and the Tribe’s accounting department.
- Acts as fiscal liaison with funding agencies in developing budgets and implementing required fiscal changes.
- Fiscal review of accounting invoices to ensure accuracy, compliance with funding goals and timeliness of submission.
- Reviews infrastructure grants associated contracts, subcontracts and purchase orders verifying funding allocation ensuring budget and program fiscal compliance.
- Track project budgets and expenditures to ensure they are within grant limits and comply with funding requirements.
- Coordinate the submission of financial reports, invoices, and any other required documentation to grant agencies in a timely manner.
- Maintain up-to-date and accurate records of grant activities, expenditures, and progress for auditing purposes.
- Prepare regular progress reports on grant-funded projects for internal stakeholders and funding agencies.
- Assist with internal and external audits to verify grant compliance and financial accountability.
- Communicate with funding agencies to address compliance-related concerns and ensure alignment with grant requirements.
- Ensure that all documentation complies with the specific reporting requirements of the funding agency.
- Identify potential or areas of risk and develop mitigation strategies.
- Respond to audits or compliance inquiries from funding agencies.
- Recommend process improvements.
- Work closely with other departments (e.g., finance, legal, project management) to ensure effective grant administration.
- Participate in regular meetings with stakeholders to track project progress.
- Serve as a resource for questions related to grant regulations, procurement processes, and compliance standards.
- Stay up to date with changes in local, state, and federal regulations.
- Assists Human Resources in implementing the Transportation Programs Drug and Alcohol policy, ensuring that it meets the compliance regulations of WSDOT, FTA, and FHWA.

Education:
- A Bachelor’s degree in a field related to planning, accounting, or public administration.
- A minimum of 10 years of experience in planning, project management, public administration, or accounting may be substituted.
Skills:
- Ability to conduct research and to write and produce clear and concise grant reports.
- Ability to manage grant compliance on multiple awards through project implementation through various Tribal, Local, State, or Federal funding resources.
- Ability to work with various grant contract types, such as but not limited to government-to-government agreements, 638 contracts, etc…
- Ability to understand documents required for grant compliance and project eligibility.
- Demonstrate experience in the research, preparation and implementation of planning documents and protocols.
- Must have demonstrated experience developing and managing complex budgets.
- Requires excellent communication and presentation skills.
- Demonstrated experience in preparing, awarding, and administering consultant, development, and construction contracts.
- Ability to effectively operate and maintain grant management software utilized for compliance tracking and monitoring.
- Must have the ability to professionally represent the Tribe in negotiation or mediation sessions, public and private meetings, and at consultations and conferences.
- Must possess a good understanding of the needs and vision of the Kalispel Tribe and be able to tactfully manage culturally sensitive issues.
- Demonstrated ability to collaborate effectively with Tribal officials, Tribal Members, staff, industry professionals and the public.
- Must be flexible in work scheduling, including the willingness to occasionally work evenings or weekends as assigned.
- Must qualify for a Tribal Work Permit by passing DOT drug screening and background checks.
Certificates, Licenses Required
- Valid WA or ID Driver’s License and insurability under the Tribe’s auto insurance policy.
Work Environment
This position is primarily in an office environment but also includes regular site visits to roads projects in the field. Portions of the job require extended sedentary periods; work with computers, including extended periods of keyboarding; and repetitive motion of hands and wrists.
This position requires the ability to bend, stoop, lift, carry, and move items weighting up to 40 pounds.
This position requires regular local travel to unit or project sites and occasional out-of-town travel to training and meetings and requires the ability to safely operate motor vehicles.
This position may expose the worker to hazards commonly experienced at project construction sites or while inspecting roads projects. The worker is required to wear appropriate safety equipment while on site.
This position requires some work to be performed outside general business hours.
