Summary of Functions
Supervises administrative issues pertaining to the Kalispel Tribal Police Departments Investigative Division. Supervises Police Detectives during assigned shifts. Supervises and oversees Criminal Investigations within the Kalispel Tribal Police Department. Assigns Detective Shift Schedules. Discipline and award detectives as needed.
Essential Duties and Responsibilities
- Administers and clarifies policies and procedures – set forth by the Kalispel Tribal Police Department,
- Responsible for assisting the Chief of Police and Police Captain in writing, implementing, and updating policies and procedures to meet the continuing changes for Kalispel Tribe enterprises and the safety and security of Tribal community members and assets.
- Responsible for reporting to the Chief of Police or Police Captain for noncompliance of company or department policies.
- Responsible for the completion of weekly payroll and correction of payroll related issues.
- Creates reviews and distributes reports, Court Orders and Warrants.
- Manages and accounts for controlled supplies issued to the Department
- Monitors required reports needed from detectives for timely completion and accuracy.
- Writes and delivers detective evaluations, ensuring they are completed in a timely manner.
- Attends department and team meetings to ensure effective communication.
- Responsible for the operations of the investigative division, scheduling, training, corrective action, etc.
- Guides Tribal business operation during emergencies up to and including evacuations.
- Makes recommendation for any of the previous.
- Assists administrative division with special investigations and/or technical reports. Completes special projects.
- Ensures control/protection of company assets.
- Available and willing to work any changes in hours deemed necessary.
- Responsible for maintaining a consistent, regular good attendance record.
- May be required to be a panelist for the internal review hearings and testimony in Tribal, State and Federal Courts.
- Ensures the highest possible standards of guest satisfaction and officer relations are maintained and carried out in a fair and equitable manner conducive to that goal.

Supervisory Responsibilities
Directly supervises Detectives/Investigations with the Kalispel Tribal Police Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable law. Responsibilities include interviewing, training, and scheduling police detectives; planning, assigning, and directing work; appraising performance; rewarding and corrective actions of officers; addressing complaints and resolving problems.
Education
- Associate’s degree (A.A.) or equivalent from Two-year College or technical school; or equivalent combination of education and experience.
Experience
- Minimum of ten years of full-time civilian police service, with at least five years in good standing with the department. A minimum of three years of service as a Police Detective.
- Leadership experience in a law enforcement, security, or military program.
- Prerequisite: Minimum of two years in a leadership position or 5 years of law enforcement experience.
- Is thoroughly proficient in Tribal, State and Federal Law and Criminal Procedures.
- Direct experience in an organizational development role strongly preferred.
Skills
- Must be computer literate with a working knowledge of Microsoft Programs and other computer software.
- Ability to analyze and solve complex management problems having non-standard solutions.
- Ability to maintain effective working relationships with public officials, department heads, associates, and the public.
- Skill in effectively communicating information through verbal and written correspondence, including writing reports, business correspondence and procedural manuals.
- Skill in solving practical problems and dealing with situations where only limited standardization exists.
- Excellent organizational, communication and leadership skills.
- Skills in assessing operation, program, staffing, and fiscal needs.
- Skill in identifying and resolving administrative problems under pressure conditions.
Other Requirements
- Possess a certification of completion from an accredited State or Federal Law Enforcement Academy.
- Must obtain certification from the Bureau of Indian Affairs Criminal Investigators Course.
- Must have previously completed, or, have the ability to attend within one-year, Police First Line Supervision Training.
- Valid driver’s license.
- Valid First Aid and CPR Certification or able to obtain within 6 months.
- May be required to work nights, weekends and holidays as needed.
- Performs all duties of a Police Officer when required.
- As part of the selection process, all applicants will be given an allotted amount of time in which they will be required to draft a search warrant demonstrating their knowledge and understanding of legal standards, investigative skills, and attention to detail. This warrant will be based on a hypothetical scenario, or a real-world case summary and will be reviewed by a Tribal Prosecutor and/or Tribal Judge for scoring.
