POSITION: DEPUTY SUPERINTENDENT
IMMEDIATE SUPERVISOR: Superintendent
FLSA STATUS: Exempt
 
EMPLOYMENT TERM:  Minimum 261 days annually, pursuant to WV Code §18-5-45; extended employment terms may be established by KCSBOE
 
SALARY: Pursuant to WV Code §18A-4-2, in accordance with Kanawha County Schools Administrative Salary Schedule, commensurate with experience and education level
 
EVALUATION: Performance in this position will be evaluated by the Superintendent accordance with WV State Code §18A-2-12, WV State Board Policy 5310, and KCSBOE Policy Performance Evaluation.

JOB SUMMARY: To accomplish the educational goals of the Kanawha County School System.

SUPERVISES: Executive Directors of Human Resources, Food/Nutrition Service, Safety, Information Systems, Technology, and the Director of Communications.

GENERAL PERFORMANCE REQUIREMENTS AND RESPONSIBILITIES:
 
An employee working for Kanawha County Schools is expected to comply with all the Kanawha County Schools Policies and Procedures, including maintaining regular attendance and completing all required training.  Employees are required to follow all safety rules to maintain a safe workplace.
 
PERFORMANCE RESPONSIBILITIES:  Essential Job Duties.
 

  • Recommends to the Superintendent appropriate organizational patterns, programs, and courses of study which are required to accomplish the goals adopted by the Board of Education.                                                                                                                                        
  • Develops a detailed annual plan of objectives to accomplish the goals established by the Board of Education.
  • Assists the Superintendent in their function of recommending policies which control all educational programs of the system.  
  • Assures that the business programs are is continually evaluated, maintained and revised.                          
  • Establishes a process for reviewing and approving new course offerings and/or pilot programs and assesses educational needs.
  • Develops an annual division budget and monitors division expenditures.
  • Assures that Board policies are implemented. 
  • Assures that the school curriculum is continually evaluated, maintained and revised.
  • Assesses and monitors student achievement county-wide.
  • Subject to the general direction of the Superintendent of Schools, act for, represents, and exercises the authority of the Superintendent in directing the development and execution of all school system plans, policies and regulations.
  • Assumes responsibility for the day-to-day administration and operation of the school system.
  • Participates in the planning, development, review and presentation of capital and operating budgets.
  • Monitors operating budget expenditures.    
  • Attends Board of Education meetings and conferences.
  • Responds to grievances as required. 
  • Evaluates subordinate staff annually.
  • Develops agendas and conducts meetings with county principals, Management Team, and Area Assistant Superintendents. 
  • Develops staffing for all departments within the administration and instruction division. 
  • Coordinates school accreditation.  
  • Performs other duties and responsibilities as assigned by the Superintendent.
  • Coordinates the development of annual divisional objectives designed to accomplish the goals established by the Board of Education.  
  • In summary, (per WV State Board Policy 5310) the following Administrators' responsibilities are part of this job description:
              WVSB 17.1 providing purpose and direction for schools/county, 
              WVSB 17.2 demonstrating cognitive skills to gather, analyze and synthesize information to reach goals,    
              WVSB 17.3 managing consensus and group behaviors,    
              WVSB 17.4 enhancing quality to total school/county organization,   
              WVSB 17.5 organizing and delegating to accomplish goals, and  
              WVSB 17.6 communicating effectively.

QUALIFICATIONS:
  • Possess West Virginia Teacher's Certificate, and the West Virginia Administrative (Principal's) Certificate. 
  • A minimum of two (2) years of Central Office experience required.
  • Doctorate preferred, M.A. degree required. Degree should be supplemented by extensive and increasingly diverse instructional and school district administrative experience in such areas as: curriculum, business affairs, budgeting, personnel administration, special education, federal and state programs, elementary education, and secondary education; or any other comparable combination of education and experience gained within the field of education that results in the following knowledge, skills and abilities:
    • Extensive knowledge of social and environmental issues as they impact the student’s educational effort. 
    • Broad range of curriculum knowledge.
    • Ability to identify with the everyday concerns and realities of teachers and principals.
    • Knowledge of effective instructional techniques.
    • Extensive knowledge of the concepts, methods, and problems of school organization and management. 
    • Ability to accurately access and monitor achievement and implement strategies to bring about improvement.
    • Ability to plan, delegate, and monitor the work of subordinate administrators.
    • Ability to develop and maintain effective working relationships with the                Superintendent, members of the Board of Education, fellow employees, community and governmental leaders and the general public.
    • Extensive knowledge of contemporary education administration practices and business management techniques.
    • Extensive knowledge of the concepts, methods, and problems of school organization and management.
    • Ability to plan, delegate and monitor the work of subordinate administrators.

Specific vision abilities required by this job include close vision such as to read
handwritten or typed material, the ability to adjust focus. The position requires the
individual to meet multiple demands from several people and interact with the public and
other staff members.
 
WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an
employee encounters while performing the essential functions of this job. Reasonable
accommodations may be made to enable individuals with disabilities to perform the
essential functions. Most commonly, the educational setting is indoors with outdoor
settings for recess and field trip activities. The noise level in the work environment is
low to moderate (20-60 dB). Exceptions include gymnasiums as well as vocational/
technical laboratories where noise levels may be moderate to loud (60-90 dB).
