Summary
The Sr. Finance Manager – Government Compliance is responsible for all Kansas City National Security Campus (KCNSC) government compliance activities. This leader ensures compliance with U.S. federal procurement requirements including the Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), Department of Energy (DOE) Acquisition Regulations (DEAR), DOE Financial Management Handbook, and other DOE orders and policies. This important role leads across functional areas and serves as the primary audit liaison with various government organizations.

This important role leads across functional areas and serves as the primary audit liaison with various government organizations.
Duties And Responsibilities
- Develop and maintain policies, procedures and controls for the organization to comply with CAS, FAR, and DEAR.
- Publish and maintain KCNSC’s Cost Accounting Standards Disclosure Statement.
- Lead and manage the development and preparation of incurred cost submissions (ICS) and related DOE, Office of Inspector General (OIG), and/or General Accountability Office (GAO) audit tasks/responses.
- Manage relations with KCNSC’s Contracting Officer (CO) including preparing responses to USG audit reports and lead the preparation and responses for contractor business system reviews and other audits.
- Interpret, analyze, and apply other accounting principles, practices and procedures to maintain compliance with FAR Part 30-CAS Administration and Part 31 – Contract Cost Principles and Procedures, DEAR, DOE Orders, DOE Financial Management Handbook and applicable prime contract requirements as they relate to actual costs, accruals, and obligations.
- Lead the assessment and analysis, and final disposition of proposed cost accounting practice changes to align with CAS, FAR, and the KCNSC Disclosure Statement. Lead labor compliance internal controls including training, business communications on the topic, random monthly floor checks. Develop metrics and reporting for labor compliance to present to KCNSC business leaders, NNSA Management and Budget, Kansas City Field Office, and parent company Independent Audit Committee.
- Drive the monitoring strategy and approach for business systems and government contract compliance through regular assessment, working closely with business partners involved in enterprise risk, compliance, and audit responsibilities (e.g., Internal Audit, Legal, Government Affairs).
- Drive the continuous evaluation, enhancement and organizational awareness of our USG contract compliance program.
- Deliver training and other initiatives intended to generate awareness of U.S. government contract requirements.
- Support an approach to establishing and maintaining business systems, including guidance on required capabilities, controls, and monitoring activities that comply with CAS. FAR, DEAR, and DOE Financial Management Handbook requirements.
- Functions as a strategic partner including Finance activities across other DOE/NNSA sites.
- Directly supervises employees and performs other managerial responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; providing both positive and negative feedback, rewarding and disciplining employees; addressing complaints and resolving problems.
- Bachelor’s degree (Accounting/Finance/other business administration related field).
- Minimum 9 years of experience of progressively responsible positions in US Government Compliance; 2 of those years must include directly managing a team.
- Ability to travel up to 5% of the time.
- Ability to work remote, hybrid, or on-site as directed by management and is determined by the needs of the business.
- United States Citizenship.
- Regular and reliable attendance is an essential function of this job.
- Ability to obtain and maintain a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).
