Summary
The Technical Surveillance and Countermeasures (TSCM) Tech Security Specialist II position supports Security Systems which include intrusion detection, access control, video surveillance, and other electronic security related technologies. The position requires the ability to interact and communicate effectively with facilities, maintenance, engineering, protective force, program management, and the integrated supply chain organizations. Reviews, interprets, and applies technical guidance regarding security systems and threats received from the Department of Energy (DOE), National Security Agency, Department of Defense, and other government agencies. Research, designs, and implements complete and compliant Security Systems for secure facilities meeting the program requirements of the DOE. Conducts security reviews and risk assessments that are used as the basis for cost-effective, compliant security systems.

Duties And Responsibilities
- Performs TSCM surveys and equipment inspections.
- Performs in-conference monitoring.
- Advises and assists personnel on matters of technical security policy, procedures, and regulations.
- Completes written reports and security briefings.
- Operates and maintains In Place Monitoring System (IPMS).
- Researches and evaluates facility construction, physical security measures, intrusion detection systems, and provides protective and preventive technical advice and assistance for the protection of classified information.
- Drives continuous improvement of security systems through monitoring and evaluating new, innovative technology solutions to security systems.
- Conducts analyses and recommends solutions to a variety of complex technical surveillance and counter-surveillance detection or other technical vulnerabilities.
- Utilizes Security Information and Event Management (SIEM (i.g., SPLUNK)) tools to search log data and perform analyses of complex events that may impact broad areas of Security and IT systems.
- Remains aware of advances in their areas of responsibility and looks for ways to apply latest technologies for improvement to security programs.
- Collaborates with the security team to and provide effective feedback to security leadership and impact to the business.
- Supports technical project teams and leads small security projects.
- Interfaces with various contractor personnel to ensure security is maintained in compliance with DOE security requirements.
- Bachelors degree in Engineering or Physical Sciences with a minimum of 30 semester hours of electronic related courses or:
- Associate’s degree in electronics field, Completion of an electronics program from an accredited vocational school or, Completion of military technical electronics school plus 2 additional years of equivalent work experience.
- Minimum 2 years of experience in Technical Security or comparable technical activities, including application of engineering principles and technology to complex technical assignments.
- U.S. Citizenship (in order to obtain and maintain security clearance).
- Ability to travel as determined by the needs of the business.
- Ability to work remote, hybrid, or on-site as directed by management and is determined by the needs of the business.
- Regular and reliable attendance is an essential function of this job.
- United States Citizenship.
- Ability to obtain and maintain, a U.S. Department of Energy (DOE) security clearance (some positions require additional DOE designations).
- Basic understanding of project management and ability to lead small projects.
- Experience with alarm systems, access control and CCTV system design and management.
- Basic understanding of electronic test and measurement equipment.
- Basic understanding of desktop computers, peripheral equipment, server administration and networking administration skills.
- Experience in analog and digital telecommunications.
- Experience in RF measurements and design.
- Experience with information security practices required to establish and maintain system integrity for safeguarding classified information in a secure environment.
- Basic understanding of the range of DOE Orders and Manuals that define security program requirements.
- Self-motivated individual with ability to work with minimal direction, providing independent action and decision-making skills.
- Experience with CAD software preferred.
- Proficiency in Microsoft Office applications - including Word, Excel, Outlook, PowerPoint, and Access.
- Ability to manage multiple tasks/projects with competing deadlines and priorities.
- Excellent communication skills - written and verbal including ability to document information and data clearly and concisely to either technical or non-technical audiences.
- Ability to meet all basic physical requirements of the TSCM certification with or without accommodation: Perform activities during sustained periods of intense concentration, working with electrical hazards, under adverse weather conditions, in confined and restricted spaces.
- Ability to climb and work at heights; lift and carry heavy loads of up to 50 pounds; ability to distinguish colors and read codes on electronic components is required.
- Stoop, kneel, crouch, or crawl as required.
- Repeatedly lift and carry weight up to 50 pounds.
