Position Summary

To assist the Director of Exceptional Education in the successful planning, supervision, operation, and evaluation of all functions of the Exceptional Education Department of the Kansas City Public Schools (KCPS).

What You'll Be Doing: (Responsibilities)

Financial

• Monitor Exceptional Education Budgets (Early Childhood Special Education)
• Maintain current knowledge of special education financial requirements for ECSE grants
• Monitor purchases and expenditures of division.
• Formalize contracts or cooperative agreements with private and public agencies regarding the delivery of goods and services.
  

Compliance

• Planning, training, implementation, and monitoring of a comprehensive system for auditing special education records to ensure compliance with State and Federal laws and regulations.
• Develop a method to integrate Federal and State compliance issues into the day-to-day operation of the district and the school.
• Attend pertinent training for DESE compliance
• Collaborate with District Core Data staff to provide correct data as required each cycle
• Maintain all required documentation
• Train staff to improve their understanding of and compliance with the special education laws and regulations.
• Communicating new developments in special education law to staff.
  

Community Leadership

• Troubleshooting and investigating complaints from parents and staff.
• Implementation of an educational program for parents and the community on various aspects of the special education laws with a goal of fostering communication, understanding, and trust between parents/community and school personnel.
  
  

Data

• Assessing current data collections and compilations for value, completeness, and accuracy, and determine what other information might be useful to administrators and/or teachers. Examining programmatic issues within the district to advise the district on compliance.
• Keep abreast of current research, trends, methods, and practices in special education and federal programs including, but not limited to, MSIP and NCLB.
• Evaluate or arrange for an evaluation of programs and recommend processes for improving delivery services to students.
  
  

Other

• Collaborate with the Professional Development Department in locating and providing appropriate programs to meet in-service needs
• Maintain consistent communication with the Director.
• Supervise assigned personnel, conduct annual performance appraisals, and make recommendations for appropriate employment.
• Serve on committees, councils, and/or task forces at the local and state level.
• Exercise proactive leadership in promoting the vision and mission of the District
• Maintain and model a high standard of professional conduct.

• Experience in working with children who are at-risk or who have disabilities
• Excellent communication skills
• Excellent public relations skills
• Record of implementing special education process appropriately and effectively
• Strong interpersonal and strong communication skills (oral, written, and observation)
• Knowledge of curriculum and teaching strategies
• Highly ethical and confidential
• Principal Certification
  
  

Physical Demands: This job requires that the employee be able to: sit, stand, walk, speak, hear, use hands, fingers, reach with hands and fingers; bend, stoop, lift objects of at least ten pounds. Job requires the employee occasionally to stoop, kneel, crouch, or crawl. Visual ability requires mono and color vision, close vision, distance vision, depth perception, and ability to adjust focus.

Terms of Employment: Length of work year: 12 months (7.5 hours per day/5 days per week)
