Position Summary & Responsibilities
Position Summary:
The position (K0243871)
The Kansas Department of Health and Environment has a Blood Alcohol Program (BAP) Lab Improvement Specialist opening in Topeka. This position is with the Kansas Health and Environmental Laboratories and will be strictly in office. The incumbent in this role will be responsible for the oversight and maintenance of evidential breath alcohol testing in Kansas allowing law enforcement officials to conduct breath alcohol tests on impaired drivers. This requires extensive travel and time commitments throughout the state.
Job Responsibilities may include but are not limited to the following:
Conducts annual on-site inspections of agencies which include inspection of Intoxilyzer 9000, printer attached to instrument and gas cylinder, operating procedures, and all documentation required by the Kansas Administration Regulations. A report of the findings must be filed within 24 hours of return and a site inspection letter prepared stating findings, signed, copied for agency file and given to the agency at the inspection. An initial on-site inspection of new agencies must be conducted within 30 days of approval of their application.
Follows established policies and statutory requirements of the breath alcohol program. Maintains accurate documentation of monthly certified standard reports (MCSR) required by Kansas Administration Regulations for all agencies in the BAP by using a spreadsheet and keeping files. Evaluate reporting of instrument results on agency MCSR, if an inaccuracy is observed the report and a memo explaining the error is electronically mailed to the agency. Receives returned and corrected reports and maintains log of received reports and any errors on the MCSRs. Prepares and signs affidavits for the Kansas Department of Revenue.

Qualifications
- Education:
- Bachelor’s degree in a natural science field and two years of experience in laboratory procedures/analysis. Additional experience in the areas listed may be substituted for the required education as determined relevant by the agency.
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Bachelor’s degree in a natural science field and two years of experience in laboratory procedures/analysis. Additional experience in the areas listed may be substituted for the required education as determined relevant by the agency.
- Good communication skills.
- Proofreading, editing, attention to detail.
- Word, Excel, PowerPoint, Access.
- Preferred Qualifications:
- Bachelor’s degree in toxicology, chemistry, physical science, or biological science.
- Master’s degree in toxicology, chemistry, physical science, or biological science.
- Experience with travel and travel planning.
- Experience in writing SOPs and training documents.
- Experience with public speaking, training, giving presentations.
- Experience working with breath testing equipment and Intoxilyzer 9000.
- Experience working with analytical equipment.
- Ability to independently problem solve, creative thinking.
- Ability to work in a team.
- Post-Offer, Pre-employment Requirements:
- HIPPA, blood borne pathogen as well as many other safety trainings are required to be completed after hire.
- Certification through hazardous materials training for the dry gas cylinder handling and mailing is required and provided after hire.
