Position Summary & Responsibilities
Position Summary:
The position (K0233740) Oversee and administer the licensing of water well contractors in accordance with agency regulations, statutes, policies and procedures. Review water well contractor license applications, issue water well contractor licenses and issue business license ownership changes. Notify contractors of license renewal annually within regulatory deadlines and of the requirements for renewal. Track the license renewals to verify compliance. Review water well contractor license applications and drill rig information for completeness and accuracy, contact contractors for any deficiencies, answer questions concerning license requirements and provide interpretation of agency policy, procedures, guidelines and requirements.Prepare revocation document to provide to KDHE legal staff. Assess and collect the required fees from contractors and ensures deposit to the appropriate agency fund.Determine shortages and overages of water well fee payments, process payments from water well contractors for contractors, and drilling rig licenses and well log fees. Keep records of fee payments.
Job Responsibilities may include but are not limited to the following:
Perform liaison and public assignments for a variety of entities, including the public, regulated community and KDHE management. Respond to public and regulated community inquiries concerning regulations and program processes. Prepare purchase requests and equipment inventories, order and purchase supplies and equipment and maintain equipment inventory accurately and timely.Ensure an adequate level of office supplies and equipment.Utilize the SHARPS system to accomplish tasks. Directs the determination of appropriate charges for services provided and oversees the assessment and collection of reimbursable and chargeable services. Ensure work outcomes provide result in customer satisfaction. Gathers data to assist with budget reports and statistical reports to the U.S. Environmental Protection Agency and a variety of entities
Monitor water well log submissions in KOLAR (online reporting). Review recent submissions and provide a first-level review of the logs. Work with the KOLAR manager to create reports and suggest enhancements. Meet periodically with KDHE and Kansas Geological Survey staff to resolve problems and determine changes to KOLAR.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Bachelor’s Degree
- Two years of relevant technical experience in an environmental field and/or program. Education may be substituted by the agency as necessary.
