KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). Position Summary & Responsibilities
Position Summary:
This position (K0235306) Compliance Inspections:A. Performs inspections and evaluations of complex solid and hazardous waste facilities to determine compliance with federal and state environmental statutes and regulations.B. Reports: Compiles and analyzes inspection and technical data collected during inspections, interprets findings, and prepares inspection or other technical reports, correspondence, and support documentation as needed. Submit reports through District Environmental Administrator (DEA) within 30 calendar days of initial inspection. Provide facility with inspection results upon completion of inspection or in writing within 7 calendar days. Where appropriate, telephonic notification of inspection results may be used.C. Follow-up: Reviews corrective action plans and interprets facility actions to return to compliance. Track compliance efforts by facilities and follows-up corrective actions within 10 calendar days of compliance deadlines. When facilities fail to come into compliance after deadline, determines when necessary to refer to DEA for consideration.D. Waste Inspector Training: Completes BWM training requirements for solid and hazardous waste. Obtains OSHA 40-hour training and remains certified with annual refresher training for hazardous site work.
Job Responsibilities may include but are not limited to the following:
Complaint Investigations:Performs special investigations of citizen complaints regarding solid and hazardous wastes.Prepares investigation reports within 10 calendar days of responding to complaint.Provides appropriate follow-up to ensure correction of violations of federal or state regulations identified as a result of the investigations.
Technical Assistant and Program Planning:Responds to information requests and provides consultation and technical assistance regarding solid and hazardous waste statutes and regulations.Ensures facilities and individuals requesting assistance understand the regulatory requirements and what measures must be taken for their facilities to comply with the regulatory requirements.Participates in training seminars and workshops for the regulated community.Assists Bureau of Waste Management in drafting and reviewing solid and hazardous waste management policy documents including regulations, technical guidance documents and miscellaneous reports.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
- Minimum Qualifications:
- Two years of experience in an environmental field and/or program.Education may be substituted for experience as determined relevant by the agency.
- Preferred Qualifications:
- Bachelor’s degree in environmental, natural science/resources or agriculture
- Microsoft Office and Lotus Notes
- Proofreading, editing, attention to detail
- Excellent oral and written communication skills
- Ability to work well with a diverse group of people
- Current 40 Hour HAZWOPER training.
- Inspection experience in a regulatory program.
- Technical work experience in a waste management or environmental field.
- Strong computer skills particularly in Microsoft Office and Lotus Notes
- Experience in industrial and/or mechanical processes.
- Post-Offer, Pre-employment Requirements:
- Within six months of hire, employee must obtain OSHA 40-hour HAZWOPER training and remain certified with annual refresher training for hazardous waste site work.The employee is required to pass a comprehensive baseline physical that demonstrates the ability to utilize personal protective equipment. The physical will be scheduled by KDHE during the first weeks of employment. Thereafter, the employee is required to pass an annual physical that demonstrates the ability to use personal protective equipment.
