Position Summary & Responsibilities

Position Summary:

The position (K0221848)

Responsible for the coordination, implementation and monitoring of all Third-Party Liability (TPL) activities, cost recovery and program integrity activities/projects and provider enrollment activities with the Medicaid fiscal agent for the Division of Health Care Finance. Responsible for the coordination of TPL recovery and cost avoidance efforts through the fiscal agent. Makes recommendations for policies or procedure modifications as appropriate for the state FFS program.

Reviews and interprets statutes, regulations, policies and other TPL and program integrity guidance to ensure compliance. Monitors and administers the Health Insurance Premium Payment System (HIPPS) program, which is designed to purchase health insurance for Medicaid beneficiaries when cost effective. Monitors and administers the Medicare Buy-In program, which is designed to pay Medicare premiums for Medicaid beneficiaries when cost effective.

Job Responsibilities may include but are not limited to the following:

Manages, directs and oversees the program integrity efforts for the State of KS Medicaid program through the Program Integrity Unit. The unit consists of two Program Integrity Managers. Maintains a working knowledge of all areas under direct supervision and assists in implementation/monitoring of all positions responsibilities as well as temporarily operate that position in the case of any illness or other unforeseen absence. Conduct annual reviews of all employees under direct supervision.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
  • Minimum Qualifications:
    • Two years of experience in collecting, evaluating, studying or reporting on statistical, economic, fiscal/budget, legislative or administrative data. State Medicaid experience in Program Integrity, Customer Service
  • Preferred Qualifications:
    • Bachelor’s Degree - Public or Business Administration
    • Master’s Degree- Public or Business Administration
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Independent judgment
    • Advanced problem solving and analytical skills
    • Communicate effectively both verbally and in writing
    • Interpret regulations
    • Provide excellent customer service
    • Evaluate alternatives
    • Analyze data and present in clear and concise reports
    • Previous Medicaid experience; an MBA or Master of Public Administration, or a Juris Doctorate
    • Knowledge of proper English, spelling and grammar
    • Experience with the Microsoft Office Suite
    • Experience may be substituted for education
