Position Summary & Responsibilities

The position (K0244759)

The Kansas Department of Health and Environment has a Program Manager opening in Topeka. This position is with the Bureau of Epidemiology and Public Health Informatics and will be strictly in office. The incumbent in this role will oversee multiple projects within the programs to ensure they align with the agency and cooperative agreements goals.

Job Responsibilities may include but are not limited to the following:

Work to ensure that projects are completed on time and within budget.Demonstrate responsibility for programmatic activities while focusing on coordination, delegation, and strategic planning. Prioritize resources to ensure all program requirements are met in accordance with established guidelines from the agency and through the cooperative agreements. Oversee administrative, technical, and status reports to support cooperative agreement responsibilities. Oversee and direct program activities involving federal and state agencies, and local health officials. Ensure that all cooperative agreement requirements are met in a timely manner and reports are submitted in a timely fashion to funding partners. Monitor program activities and performance measures to ensure desired public health outcomes are tracked and metrics are met. Search for additional program compatible funding opportunities to expand services.

Develop and document procedures and document them to monitor all program activities to demonstrate efficient use of available resources. Develop and implement plans for project management that incorporate continuous quality improvement. Assess the strengths and weaknesses of the programs and develop protocols for evaluation and improvement. Perform programmatic evaluations to measure short-term, intermediate, and long-term goals as they relate to the cooperative agreement logic models. Plan and coordinate activities with internal and external partners to establish programmatic strategies and a strategic plan to ensure program meets requirements of cooperative agreements. Manage relationships with stakeholders and different partners, while ensuring that everyone works together to meet the outlined goals. Utilize various stakeholder input methods to determine best practice strategies related to reducing health disparities with environmental health data. Identify potential collaborative partners within the agency, other state agencies, public and private coalitions and organizations with whom relationships can be established and maintained.Represent the agency, division and bureau expanding the importance of environmental health initiatives in Kansas. Ensure collaboration and training opportunities and resources for stakeholders.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Two years of experience in planning, organizing and directing the work of a department, program or agency. A Master's degree in Public or Environmental Health, Public Administration, or a related field may be substituted for the required experience.
  • Preferred Qualifications:
    • Bachelor’s degree in Public Health, Environmental Health, or Public Administration.
    • Master’s degree in Public Health, Environmental Health, or Public Administration.
    • Experience in public health or environmental health field or administration.
    • Experience in grant management, performance monitoring and evaluation of program performance.
    • Experience in planning and implementing programs and managing change.
    • Experience in establishing and maintaining constructive relationships with community agencies.
    • Experience in seeking and writing grant proposals and funding applications.
    • Strong organizational skills.
    • Knowledge of public/environmental health administration.
    • Well-developed writing skills.
    • Well-developed analytical skills.
    • Well-developed communication skills.
    • Proofreading, editing, attention to detail.
    • Word, Excel, PowerPoint, Access.
