Position Summary & Responsibilities
Position Summary:
The position (K0224219)
Conducts periodic compliance inspections of Public Water Supply Systems (sanitary surveys) and Wastewater Treatment Systems to determine compliance with all applicable state & federal laws, regulations, directives, authorizations, policies, NPDES permits, and KDHE permits. Compliance inspections of Public Water Supply Systems include small privately owned supply systems serving commercial businesses, small community systems, rural water supply systems, municipal water supply/treatment systems, construction projects, & associated activities which have the potential for direct impact on public health. Compliance inspections of Wastewater Treatment Systems include large mechanical treatment systems, small municipal wastewater lagoon systems, industrial wastewater/waste treatment & disposal activities, construction projects, and associated activities which have the potential for direct impact on public health and/or environmental resources. Inspections are assigned & conducted in accordance with the annual work plan. Transmit inspection findings to system owners advising owner of problems found, possible solutions, recommendations, and requirements.
Job Responsibilities may include but are not limited to the following:
Supervises daily operations of public water supply and wastewater staff within the South-Central District (SCD).
Develop and review the Annual Work Plan Schedules for both SCD Public Water Supply Systems and SCD Wastewater Treatment Systems. Attend BEFS/BOW staff meetings and SCDO staff meetings as scheduled. Complete 40-Hour HAZWOPER training and 8-hour HAZWOPER refresher training thereafter. Attend other training, conferences, workshops, and seminars as requested to maintain current knowledge of water and wastewater laws, regulations, policies, and practices. Other supervisory duties include, but are not limited to, program development guidance, training new staff, technical oversight, public relations, tracking SCD program staff activities, ranking of priorities and staff assignments, and providing upper-level technical assistance to city and county governmental agencies/departments as well as to the regulated community. Oversees completion of inspections and preparation of technical inspection reports including layouts, calculations, testing, collection of data, interpretation of analytical data, and technical findings for Public Water Supply Systems, Wastewater Treatment Systems, Fish Kills, and Harmful Algal Blooms.

Qualifications
- Education:
- Bachelor’s Degree
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Bachelor’s degree in environmental, agricultural or natural sciences/resources and one year of experience in an environmental program/project area.
- Preferred Qualifications:
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Strong written and oral communication skills
- Track and manage multiple projects and deadlines
- Ability to work well with a diverse group of people
- Completion of OSHA 40-Hour Hazardous Waste Site Operations Training [OSHA 29 CFR 1910.120(e)] prefer
- Experience in an environmental regulatory field
- Water and/or Wastewater Plant Operator's License preferred
- Knowledge of on-site water supply principles and wastewater treatment principles
- Experience assessing contaminants (VOCs, SVOCs, pesticides, metals, nitrates, petroleum products)
- Experience with field sampling of environmental media
