Position Summary & Responsibilities
Position Summary:
The position (K0241490)
Must live within 1–2-hour travel time from/to Topeka, KS. This position must work in the office as determined by the Director.
Leads and directs Quality Program Management staff, EQR staff and data staff. Collaborates with KDHE, KDADS, the EQRO and MCO staff, as well as other external stakeholders. Manages and develops quality and outcome measurement strategies, processes and tools. Assists with oversight of KDHE’s monitoring and assists with federal reporting regarding the KanCare program.
Leads and directs staff responsible for the Network Adequacy program to monitor MCO compliance with time and distance requirements within the KanCare program. Management of Network Adequacy consists of ensuring the MCOs are following federal requirements and requirements in the KanCare contract. Provide oversight of the creation, updates, and completion of the program by reviewing and approving all proposed updates and reports submitted by the MCOs. Responsible for updating and making changes to the program as necessary to make sure the KanCare program is successful.
Job Responsibilities may include but are not limited to the following:
This position is the main contact and is responsible for the management of the EQRO contract, with approval from the Director. This includes interacting with multiple information sources (i.e. CMS Medicaid regulations, State Quality Strategy, MCO Contracts, State Special Terms and Conditions, and State Request for Proposal). Responsible for extracting key information and outcomes from EQRO reports and disseminating it throughout the agency. This could include sharing with the data team for other reporting and/or dashboards.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State
- Minimum Qualifications:
- Two years of experience in a health care environment or related setting supervising audit and quality assurance functions, EQR activities like calculating HEDIS measures, participating in performance improvement project analysis, or working with network adequacy requirements. Education may be substituted for experience as determined relevant by the agency
- Word, Excel, PowerPoint, Access
- Proofreading, editing, attention to detail
- Knowledgeable in analyzing statutes and regulations and providing guidance on such
- Analyze data and present clearly and concisely
- Experience with statistics, strong mathematical background
- Preferred Qualifications:
- Bachelor’s Degree – Any field
- Experience communicating with Federal agencies and personnel
- Previous Medicaid experience
- Experience auditing and writing analysis papers
- EQRO activity experience
