The position (K0240756)
The Kansas Department of Health and Environment has a Women/Maternal Health Consultant opening in Topeka. This position is with the Bureau of Family Health and will have a hybrid work schedule. The incumbent in this role will provide leadership for Kansas Maternal and Child Health (MCH) programs to assure a high level of quality health services are available, accessible, and maintained for women of reproductive age (18-44 years), pregnant women, and postpartum women (through the first full year following delivery), keeping the family and community contexts in mind.
Job Responsibilities may include but are not limited to the following:
Plans, organizes, guides, and directs initiatives related to comprehensive service delivery models and diverse state and community activities. Provides training, consultation, technical assistance, resources, and/or tools to local agencies/grantees, internal program and Bureau staff (especially Reproductive Health and Family Planning), other KDHE divisions and/or bureaus, agencies and public organizations regarding the Women and Maternal MCH populations. Establishes and evaluates goals and objectives related to the MCH State Action Plan, and monitors progress of state and local initiatives in meeting program objectives by reviewing program reports and applications and analyzing client, program, and state-level data. Assures statewide coordination of planning and implementation for women/maternal health evidence-based interventions. Develops and strengthens partnerships with public and private agencies and advocacy groups with focused interested in women's health issues. Collaborates within and across sectors to support interagency information, referrals, agreements and programs. Develops media releases and other opportunities to education and increase awareness of the women/maternal population, partners/providers, policymakers, and the public.
Serves as the Project Director for the HHS Office of Women’s Health Partnership Programs to Reduce Maternal Deaths due to Violence grant, which includes: serving as the federal point of contact; participating in any required HHS grantee meetings; managing grant contracts and budget oversight; working closely with grant partners to coordinate all grant activities including federal grant reports; and, assisting in the training, development, updating, and/or promoting relevant resources to community organizations/programs and other key stakeholders.

Qualifications
- Education:
- High School, GED
- Licensing & Certification:
- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
- Preferred Qualifications:
- Bachelor’s degree in family studies, education, social work, nursing, or related field.
- Master’s degree in family studies, education, social work, nursing, or related field.
- One year of experience working in a public health program with an emphasis on women/maternal health.
- Experience with administering and monitoring federal grants, contracts, and agreements.
- Experience working with diverse populations and organizations.
- Experience applying collective impact and quality improvement frameworks.
- Experience developing and delivering training and facilitating meetings.
- Experience with women's health programs and services.
- Experience with gathering, reviewing and tracking contracts and fiscal information.
- Ability to communicate effectively orally and in writing.
- Ability to plan, organize, and perform a variety of functions.
- Ability to establish and maintain effective relationships.
- Proofreading, editing, attention to detail.
