Definition and Examples of Work

  • Manages designated team members to include directing work assignments, coaching and development, and decisions impacting employee status, including hiring, promotions, compensation adjustments, and terminations.
  • Provides leadership to include coaching and counseling to maintenance superintendents and foremen, and IMC supervisors and leads.
  • Reviews and approves purchases for designated departments in alignment with purchasing policies, procedures, and regulations; provides budgetary oversight and review.
  • Manages fleet and contracts for the designated departments.
  • Works closely with other departments to ensure equipment and facilities are maintained and in good working order.
  • Prepares budget estimates of departmental project and staffing needs, prepares reports of operations, and maintains related records.
  • Attends leadership team meeting, participating in organizational strategic planning.
  • Ensures compliance with health and safety regulations as well as establish relationships with vendors and contractors.
  • Additional duties may be assigned as business needs require.

Latitude and Impact of Position

This position works independently and as part of a team, including providing input and problem solving with others to complete tasks. The position delegates to others, provides coaching and training in a formal / informal manner, and is responsible for providing performance feedback. Makes decisions involving hiring, firing, promotion, and all other employee status changes. Negotiation and persuasion is used with internal / external customers and / or vendors. Decision making is typically done in independently in regard to decisions affecting the individual and department work tasks in alignment with company policy. Purchasing decisions may be made involving commitments up to $25,000. Makes decisions involving write-off, waiver of charges, or contractual commitments. Leads short- and long-term departmental planning and participates in organizational planning. Successful completion of job tasks may significantly impact operating costs, monetary effect, internal system, processes and procedures, customer satisfaction, management decisions, external company image and liability.

  • Primarily works in office environment while using computers and related peripherals and other office equipment.
  • Occasionally works outdoors at maintenance work sites or construction projects in all types of weather conditions and may be exposed to high heat, extreme cold, high humidity, dust, moderate noise.
  • Personal protective equipment may be required (occasional).
  • QUALIFICATION

    Required Knowledge, Skills and Abilities

  • Understanding of highway construction equipment, vehicles and large equipment.
  • Ability to organize and supervise multiple locations.
  • Ability to maintain effective working relationships with others.
  • Ability to coach and develop others.
  • Ability to organize and present verbal and written reports and communication.
  • Strong and clear written and verbal communication
  • Ability to work independently
  • Ability to operate computer equipment and related peripherals such as printers, scanners, copiers, etc.
  • Proficient with computer use and Microsoft Office products.
  • Preferred Knowledge, Skills and Abilities

  • Knowledge of civil engineering practices, methods and materials in design of construction projects.
  • Understanding of theory and design of structures, highway design, and highway materials.
  • Knowledge of Public Works
  • Required Education and Experience

  • Bachelor's degree in business, engineering, construction science, or public administration.
  • Ten years of related experience, including 5 years of general business, construction, engineering project management or public works experience, and minimum three years of supervisory experience.
  • Budget management experience
  • Certification, License, Registration

  • Valid driver license and good driving record

  • Regular travel by vehicle
  • Manages 24 / 7 operations and must be available for call out at all hours
  • Work beyond standard business hours (occasional)
  • Salary : $160,000 - $190,000
