Qualifications:
Master’s Degree
Valid Texas teaching certificate
ESL certification
Five years of experience in teaching or job-related area with Emergent Bilingual (EB) students
Knowledge of state and federal laws relating to the ESL program
Knowledge of and experience in curriculum design and development
Knowledge of and experience in delivering professional development in job-related area
Knowledge of and experience with instructional best practices
Knowledge of and experience with assessment, including federal and state
Ability to disaggregate and analyze academic data to identify EB student needs
Strong organizational, communication, and interpersonal skills
Ability to work with teachers and instructional leaders in core subjects
Experience in second language acquisition strategies
Strong technology skills
Ability to manage budgets
Primary Purpose:
The Instructional Officer for Elementary ESL provides leadership in the coordination and delivery of services to EB students, teachers and parents. This individual develops and delivers staff development sessions designed to assist ESL teachers in identifying EB student needs. This individual must possess knowledge of using aligned resources in all core areas to deliver a seamless curriculum, thereby fostering the achievement of the rigorous academic standards of Katy ISD.
Major Duties and Responsibilities:
- Articulate the district’s mission, curriculum, and instructional strategies.
- Remain current with research-based best practices and requirements relating to EB students.
- Plan, facilitate, present and evaluate professional development for teachers and paraprofessionals of EB students, and for administrators and general education teachers who work with EB students.
- Evaluate and select aligned instructional materials for EB students.
- Work collaboratively with program facilitators and core content coordinators in the development of curriculum and appropriate teaching strategies to meet identified learner needs.
- Evaluate the effectiveness of the Elementary ESL instructional program.
- Prepare and manage budgets for the Elementary ESL program.
- Model effective teaching and best practices to support delivery of instruction for EB students.
- Provide instructional guidance for ESL teachers to increase academic achievement through targeted, systematic, and focused instructional practices for EB students.
- Develop short-term and long-term goals for the Elementary ESL program with an emphasis on English language proficiency development and content alignment.
- Support new campuses in planning and organizing the implementation of the Elementary ESL program.
- Prepare and submit end-of-year evaluations for the Elementary ESL program for Title III documentation.
- Prepare staffing recommendations for ESL professionals and paraprofessionals.
- Coordinate and supervise the Katy Summer Academic Term for EB students.
- Supervise and manage Title III grant projects for the Elementary ESL program.
- Coordinate with campus principals relating to Elementary ESL program implementation.
- Identify and coordinate with other special programs for EB students who are serviced in multiple programs (i. e., Dyslexia, Special Education, Gifted & Talented, PPCD [Preschool Program for Children with Disabilities, etc.).
- Perform other duties as assigned.
