Job Description: Site Manager

TASK DESCRIPTION

The Site Manager is the primary interface for the Depot On-site Contract Augmentee Teams 5 (DOCAT5) Task Order which supports the 309th Aerospace Maintenance and Regeneration Group (309 AMARG), supporting the 309 SPTS, 576 AMRS, and 577 CMRS squadrons at Davis-Monthan Air Force Base (AFB) in Tucson, Arizona. Provides modification, maintenance, inspection, corrosion control, overhaul, repair, regeneration, and storage of various weapon systems, related components, missiles, engines, ground support equipment, and vehicles. Manages day-to-day maintenance support in accordance with (IAW) the scope of the Performance Work Statement (PWS). Coordinates and manages technical and administrative operations and all other aspects of support program to ensure timely availability of weapon systems to meet specified operational requirements. Ensures Contractor Maintenance Services (CMS) meet or exceed contract performance requirements. Provides expertise and advice on technical and logistical matters and the effective use of CMS efforts. Coordinates maintenance program IAW all applicable DOD maintenance management documents and directives.

On-Site Supervisor Responsibilities

The Contractor on-site supervisor shall be responsible for ensuring a Contractor supervisor or work lead is in each work area for daily shift stand-ups for communication of the daily work requirement from the Government to the Contractor. The Contractor on-site supervisor shall be responsible for ensuring Contractor employees are available to work daily. The Contractor on-site supervisor shall notify Government supervisors and Contracting Officer's Representatives (COR) of scheduled leave of contract employees on the first regular business day of each month via email, allowing Government to properly schedule workload requirements. The Contractor shall take into account manpower requirements in work areas prior to allowing multiple personnel leave simultaneously to ensure assigned workload is accomplished. Contractor supervisor/work lead shall notify the Government work area supervisor and COR daily, within the first hour of start time, of any personnel shortages to allow the Government to shift workload as appropriate. Contractor on-site supervisor shall be responsible for timely completion of assigned tasks IAW appropriate planning and scheduling documents. The Contractor shall attend programmatic meetings in performance of this Task Order to include, but not limited to, Cross-Talks and the Post-Award Conference. Contractor attendees shall include the Contractor PM, applicable Contractor site supervisors, Contracting personnel, and others as required. The Government will notify the Contractor of required meetings NLT five business days in advance.

TASK REQUIREMENTS

  • Performs duties as primary interface with Contracting Officer Representative (COR) and submits required reports accordingly including but not limited to: Certificate of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Contract Data Requirements List (CDRL), etc.
  • Performs duties as primary interface with Corporate Program Manager and submits required reports accordingly including but not limited to: Certificate Of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Weekly Activity Report, Payroll, Contract Data Requirements List (CDRL), etc.
  • Performs duties as primary interface with Corporate Director of Quality and submits required reports accordingly.
  • Provides local oversight of Quality Management System (QMS), training and safety programs.
  • Directly responsible and accountable to Director of Quality for site level Quality Program Management.
  • Directly responsible and accountable to Corporate Program Manager and Director of Quality for site level Safety Program Management.
  • Audits site to ensure compliance with QMS and safety requirements.
  • Accountable for assigned Company Owned Property, Government Furnished Property, and Government Furnished Equipment.
  • Documents work performed on appropriate forms, electronic database and definitive sheets, as required.
  • Performs other duties as assigned.

PREFERRED QUALIFICATIONS

  • Extensive knowledge of Depot level maintenance with a minimum of 20 years' experience and 10 years' experience supporting AMARG.
  • Eight years as a Maintenance Officer or senior maintenance NCO responsible for Depot level maintenance with a minimum 8 years of experience supervising aircraft maintenance support requirements or civilian equivalents.

BASIC QUALIFICATIONS

  • Extensive knowledge of Depot level maintenance with a minimum of 8 years' experience.
  • A minimum of 5 years as a Maintenance Officer or senior maintenance NCO responsible for Depot level maintenance with a minimum 5 years of experience supervising aircraft maintenance support requirements or civilian equivalents.
  • Site Manager shall possess required training, qualifications, proficiency, and security clearances and satisfy all access requirements prior to commencement of work.
  • Secret clearance is required.

Compensation

$75K - $110K/year

Other Compensation

Employees will receive a health and welfare fringe benefit.

Employees are offered medical, dental, vision, and basic life insurance. Employees are able to enroll in KAI's 401k plan. Employees have a minimum of eleven paid holidays. After completing one year of service, employees will have two weeks paid vacation.

Employment is contingent on (a) your ability to provide appropriate proof of your identity and eligibility to work in the United States; (b) your references and any background check being satisfactory to the Company; (c) you successfully passing a pre-employment drug test; and (d) your ability to get a required clearance by your effective start date, if needed; and (e) KAI commencing performance on this contract.
