Program Summary
KBR maintains and manages Army Prepositioned Stocks – 3 (APS-3) at the 404th Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ship to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek, SC in support of the Army’s power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs, IAW individual scope of work contract requirements.
Job Summary
The Cargo Movement Support Supervisor (CMS):
Supervise a team and oversee the coordination and movement of all out bound shipments. Responsibilities include, but are not limited to load planning, uploading Government Furnish Property (GFP)/commercial rail/trucks providing transportation support to site operation. Movement of equipment and containers to and from the Port Support Activity (PSA), tracking shipment from and to various locations, Aerial Port of Debarkation, Sea Port of Debarkation (SPOD), Central Receiving and Shipping Point (CRSP), FedEx, and local vendors, and arranging for required GFP/commercial equipment to support loading/unloading of Government owned assets. Prepare Hazardous Declarations (HAZDECs), for joint inspections with JB CHS AFB personnel: weigh, tape, and mark equipment for air movement, provide shoring for air movement as required. provided in-transit visibility (ITY) for all RSOM properly securer equipment on transport vehicles. Prepare materials for Military Shipments and execute a full range of transportation tasks for ground, air, surface movements. abide by DOD 4500.R Defense Transportation Regulation; use Transportation Coordinator's Information for Movements System II (TC-AIMs II) Upload TCMD information into Total Asset Visibility in-transit Processing Station (TIPS).

Roles And Responsibilities
- Reviews procedures regularly, revises as required. Ensure all processes are effective to meet customer quality assurance surveillance plan.
- Brief management/leadership/employee’s status of section - Performance Review Survey (PSR) overview. Achieve all “met” ratings on monthly PSR, complete all Contract Deliverables (CDRLs) to time and quality standards.
- Develops training circular, serves as primary instructor for proper procedures for transportation operations. Enforces, audits and maintains a Material Management Program that complies with local Quality Management System.
- Conducts root cause analysis, recommends and implements corrective actions required to sustain performance to standard. Develop and submit annual budgets to include Basis of Estimate (BOE) to support all operations. Must be able to conduct causative research.
- Contributes to review of Performance Work Statement, Letters of Technical Direction, and evaluate and report to APS-3 leadership team areas of concern.
- Work periods of overtime in support of total mission or otherwise as required to meet work requirements, suspense’s, etc.
- Works independently conferring with peers to resolve issues and follow through with tasks given. Respond to/work with the Customer and other Supervisors /Managers daily.
- Responsible for facility inspections and required work orders being submitted and followed up, accountability and proper utilization and upkeep of government property and accountability for all employees and functions within the department
- Supervise day-to-day Cargo movement section. Supervising and managing direct report employees conducting task associated with Transportation procedures. These employees could be a combination of KBR and subcontract labor.
- Managing a Shipping management plan to ensure compliance with Army/DOD standards/regulations to meet schedule/quality/cost. Conduct daily tier meetings with employees and manager.
- Ensure employees have all required PPE and daily general supplies such as tools and office supplies.
- Conduct coaching and corrective actions as required for KBR employee’s Physical well-being.
- Possess a valid State Motor Vehicle Operator License.
- Must be a U.S. Citizen.
- Must be able to obtain and maintain local base access.
- Must be able to obtain and maintain a favorable Common Access Card (CAC) issuance.
- High School diploma required, Bachelor’s degree in related field preferred, but not required.
- Preferred experience as a DoD contractor, GSA employee, or uniformed military with the ability to review and apply technical specifications and requirements.
- Requires the ability to operate Microsoft application software including but limited to word-processing, spreadsheet, and PowerPoint programs
- Must be able to stand - between 5 to 6 hours per day.
- Must be able to walk - between 3 to 4 hours per day.
- Must be able to Lift - up to 35 lbs. – 50 lbs. periodically.
- Must be able to squat, kneel, bend, reach and climb periodically.
- Must be able to work outside and inside in non-climate-controlled environments.

- Our workforce is paid hourly based on a guaranteed 40-hour work week; the daily schedule is from 6:30 am - 3:00 pm Monday-Friday (work hours are determined by the hiring manager).
- This is an hourly exempt position that is expected not to work overtime. If needed hourly exempt positions are paid straight time over 40 hours a week (as the mission demands).
- Potential for travel as the mission demands, but not expected. The work location is Goose Creek, SC.
- The APS-3 workforce receives 11 Federal Holidays per year in addition to paid time off.
